With Ciego de Avila in its hands and communication with that point re established, the government probably is concentrating its forces for an at tack on Santiago de Cuba, which city is still in the hands of the rebels. Gen. Rios and Gen. Ramos at Man zanillo, with two thousand men, and Gen. Cebreco at Baraco, with a strong force, are preparing to march against the capitol of Oriente prov ince. The partial elections, which were scheduled to be held in Oriente Feb ruary 20, and which, it was expected, would settle the long drawn out dis pute as to whether President Menocal is to serve another four years as President or step aside for Alfredo Zayas, Liberal, candidate, will not be held on that (late, the President by special decree having suspended them. The A'merican supply ship Dixie came into port today from Guanta namo but she carted no marines and her visit was said to be purely one of courtesy. The commanderi immedi ately came ashore and proceeded to 'thd American legation, where he con ferred with American Minister Gon zales. The usual visits of courtesy were exchanged between the officers of the war vessel and Cuban officials. Assistane Secretary of State Pat terson is quoted as saying with ref erence-to the meaning of the visit of the Dixie that Carlos Cespedes, the Cuban minister, at Washington, had cabled in advance the coming of .war vessels to this and ether ports of the island and adding that he had assur ances from Secretary of State Lan sing- that their presence was intended to give moral support to the Cuban Governmnt and "reaffirming assur of non intervention." Dr. Alfredo Zayas is reliably re ported as seeking a conference with the American minister, but Mr. Gong. zales would not say that he is to meet Mr. Zayas, who is reported to be in hiding or near Havana, supposed in a foreign legation. Nuerous arests of suspected men are b ng made at various points in the Republic and reports continue to come in of rebels giving themselves up with their arms singly and in small groups. No Americans Landed. Santiago, Cuba, Feb. 18.-The Uni ted States mine layer San Francisco arrived here today and Commander Henry V. Butler arranged with the military Governor not to allow the war ships of President Menocal, or others carrying troops for the pur pose of attacking Santiago, to enter the harbor, provided the Governor would not mine the harbor or sink a ship in the channel. No American troops have been landed as reported. Troops under comand of Gen. Car los Gonzales Clavel left here today by train to attack Manzanillo. Major Bertol, at Manzanillo, has taken ref uge in the American consulate. No confirmation has yet been re ceived of the reported capture of two brothers of President Menocal, when the Liberal forces took possession of the Menocal sugar mill, at Palma Sor lano.
