Senator Latimer is building up considerable sentiment in the West favorable to his scheme to get the national government to make appropriations for the building of public highways. A great many public thinkers are opposed to his scheme on the ground that it is paternalism. We should be glad if Senator Latimer could be induced to tour his own State to instruct the people with regard to his method, for, from what we have been able to learn from the incomplete statements of the press the Sen ator's scheme strikes us very favorably. We cannot see why there is any more paternalism in providing for our public high ways than in fostering by appro priations the waterways of the country. A scheme which has for its purpose the building of our public roads appeals to our judgment as of as much impor tance, if not more so, than the waterways. Both are important, but in our opinion more people, and more interest, would be mode benefitted if our land r9ads can be built up so .that marketing ed and expenses There is no doubt, if the general government can de vise a means to spend large sums of money upon our highways the country would be greatly devel oped thereby and an impetus would be given to all industries, and if Senator Latimer can suc ceed in his project, he will have done a greater service for the people at large than any other statesman in many years. When the rural mail free delivery pro jected was first mooted, the op -position cried out"Paternalism," but the scheme was put in oper ation and has grown steadily ev er since, and we believe if the government can be induced to make the experiment in one State, it will be but a short while before every State in the Union will be knocking at the treasury doors for money to build their roads, and our junior Senator in making his "good roads" speech es in the West, is sowing seed which we believe will bear good results. Elsewhere we publish a letter from Hon. C. M. Davis asking for a convention to further the immigration interests, and we hope his call will be heartily re sponded to. The great and pros perous North-west is made up largely of the immigrant classes \~and the result is, the land is wing with milk and honey, lasare more evenly enforc .their school system is of the sall accomplished within , e past few years. What did this? The coming together of the snatives, and the opening wide the gates of opportunity, and bidding the world to enter. South Carolina can do likewise: we have everything the West has and more, and our climate is su perior; all that is needed to make our State ideal is the awak ening of our people to the neces sity of modernizing their meth ods, d3 away with clanishness and look upon matters from a practical business standpoint. Clinging to traditions is all very well in books, but what use to be, is not by any means what is now, and therefore what is now should only be considered. It may be of interest to children to relate incidents of "before the ware" but those incidents do not fur nish labor to make the crop, nor do they help the housewife out with her kitchen and other duties. We need immigrants here to take hold of what we have, we need thein here to take the place of our fast decaying labor system. If in every county in South Carolina one dozen first class1 immigrant families were to come, in one month there would be a change, the trifling ness of a doless set of negroes would cease, the housewife would have no more trouble with wash er "ladies" or other servants, the farmer would be able to get a laborer which would give him value for his money. We hear tily approve of the convention, and it should be a large one made up of men who really mean to do something, and not merely attend ing to send up wind balloons. Ev ery man be he farmer or what not should respond to Senator Davis' call,.it is for the public welfare and will aid the projectors of the immigration scheme in turning the flow from England, Ireland, Scotland, Germany, France, South Africa, and other countries where those people are seeking new homes, .to come to South Carolina, a State in condition to receive them with special induce-' mentse A system of water-works can be put in this town, with but a very small increase in the tax. and we would favor such an in crease provided we have the water-works for the town and not merely to protect the stores. If the stores alone are to be pro teeted then let the merchants and their landlords put up their own fire protection. One of the Lexington jurors in the Tillman case has publish ed a letter, taking exceptions to the cyclone of denunciation that has followed that notorious ver dict, and with a complacency which is remarkable, and which reflects the intelligence of the jury he informs the public, if the State is not satisfied with this verdict it can appeal to the Su preme Court. We have no doubt if there were any of the jury in clined to render a true verdict according to law and evidence, the argument of the State hav ing the right to appeal had its effect in the jury room. It is a great pity sometimes that the State has no right of appeal, if she had, possibly flagrant mis carriages of justice by juries would be remedied and the State saved from disgrace. It is a simple propo sition. The whole country is now work ing on it. and the women's clubs prom ise to take it up. Here is the problem: "Mary is twenty-four years old. Mary is twice as old as Ann was when Mary was as old as Ann is now. How old is Ann?" Simple. isn't it' Just as easy as rol ling off a log. Of course you will say Ann is twelve. Then you will think it over awhile and discover that Ann is sixteen. Then you will kick yourself for your stupidity and confess that the girls are the same age. A moment later n great light will dawn and you will see clearly that Ann is eighteen. But before you go to bed your mind will still be full of uncertainties, and you will proceed to work out the prob lem by Algebra and then you go to guessing. The problem first came up at Har vard Football practice was suspended while it was being worked out. Then the New York papers took it up. Today the papers are crowded with solutionA all different. From New York the fever spread. Even Philadelphia awoke, while in Chicago it has gone so far that the Tribune has a long editorial on the sub ject. It's a plain proposition. Read it over carefully.
