Doctor William Easterlin Dinkins, aged about 3.3 years. The de ceased had been sick for a couple of weeks, but his end came without warn ing. He leaves a wife and three chil dren. Bell, aged 73 years. ,The body was brought to Mannmng. and on Saturday morning was interred in the Manning cemetery. Rev. P. B. Wells officiated at the service. The deceased was the mother of Messrs. Mims a young farmer living near Silver has an animal now about 14 months old, which he says is a freak of nature: its head and body is that of a hog, but its feet resembles a sheep. and it makes a noise very much like the bleat of a sheep. Sparks of Summerton, to move back to I his old home in Marlboro. Mr. Sparks is a sturdy and energetic citizen, and one who is an acquisition to a communi ty: intelligent, agreeable in manner, neighborly in disposition and possessed with a high sense of honor: such a citi zen is valuable, and his moving away from us is our loss, and Marlboro's gain. A petition has been circulated in the Davis and Cross Roads sections invit ing Senator Tillman to come to Claren don to speak. The same petitioners ought to do the graceful act and invite Jim Tillman with the Jenkins sword, to come also. Tillman's invitation to speak in Clarendon is not without a purpose, and in our opinion the people will un derstand that purpose before the ob ject of certain aspirants for office is at tained. We are told that some of the largest taxpayers in the county are withhold ing the payment of their taxes to take advantage of the extension. The ex tension has not helped the poor. and only gave the rich a longer lease on their money. We have also been told that where parties arranged to have their taxes paid they were immediate ly charged up with the amount and in terest commenced from that day, but the money was not paid nor will it be paid until the last day of this month. Wells pastor of the Methodist church, aided by some of his members are among the active workers. On last Sunday afternoon, we are told the con gregation numbered about 75 persons, and the children of these laboring peo ple are reaping good benefits. Town Election. There seems to be a little interest in coming town election, but unfortunate lv. it is confined to a very few individ uals. Everybody should become inter ested. The individuals who are inter esting themselves may be unselfish in their desire to elect certain men, but whether they are or not, it is no reason for the people who will have to pay the town taxes to remain indifferent till the active few succeed in electing a ticket. If they wait after the election has been held, there will be no sense in doing any grumbling, because of the fact that men are elezted that you are opposed to. The various tickets published so far do not amount to anything. if the people desire to name a ticket, these published tickets are simply an ex pression of an individual or perhaps in an instance, the expression of a few in dividuals. What is wanted to get at a wish of the people, is for the Intendant to call for a town mass meeting, and at said meeting let the affairs of the town be discussed: the improvements pro posed, the probable cost, and whether the people are desiring of being taxed any more than at present. Then when these matters have been disposed of, let nominations from Mayor down be made, and let the nominees selec:ed at I this mass meeting be the ticket to be voted on election day. If the Intendant calls a mass meeting and the citizens do not take advantage of it, the fault will be theirs and they cannot complain if a ticket not to their liking is nomi nated. In the larger towns a primary is held, but in towns of this size a mass meeting is sufficient and should be sat isfactory. We are not interested in any proba ble candidate, but as a taxpayer we de sire to see the town under a wise, safe and an economical administration. New Century Comfort. Intendant Brown, by instructions of Council, went to Columbia to get the Attorney General's opinion in regard to the status of our town charter, and to ascertain whether or not we are now une.er the general incorporation Act. It will be remembered that we have al ways contended that before a town could surrender its charter and come under the provisions of the general Act the matter would first have to be submitted to the voters of the town after due notice. In this opinion we are sustained by the written opinion of the chief law officer of the State. The opinion is as follows: DEAR Sm: You request to be advised upon the following question: "Whether a town of be tween one thousand and five thousand inhabit ants chartered by the General Assembly prior to 1895 is now under the operation of the gen eral corporation law in reference to chartering towns and cities of that size. 22 Stat, 67. by vir tue of an Act to be found in 22 Stat, page 464, and, if not, what must be done to bring the town under the operation of the former Act? The first Act provided for the incorporation of towns and cities and. as an incident thereto, invests them with taxing powers, police regulations. administrative officers. etc. The later Acts endow all municipal corpora tions with the powers enumerated in the first Act. These powers being in addition to those already enjoyed by the municipalities. This Act does not affect the charter of the munici palities. but simply adds to such the powers stated in the general incorporation Act. Hence a town operates under its own charter, as there in empowered and directed, and has in addition thereto such extra powers as granted by the general Act. The old charter is. of course, still of force and its provisions must be followed. Then if there are separate additional powers in the general Incorporation lawithey can be taken advantage of. The Supreme Court. in Hill vs. city council. 595S. C.. 396, treats of this Act. in corporating in his opinion a very full decree by Judge Aldrich. If the town desires to operate under a char ter under the general incorportion law It can surrender its charter after an election submit ting the question to the qualified votes of the town on a twenty days' notice, provided in Sec tion 25 of the General Incorporation * * * Star. 75.
