W.. \vashington. D. C. CAPERS DISTRICT ATTORNEY. President McKinley has ap pointed John G. Capers District Attorney for South Carolina, and while this appoitment has been rumored for some time nothing detinite was known un til last Monday. Mr. Capers is a son of Bishop Ellison G. Capers and he has held a position in the Attorney General's office at Washington ever since Cleve land's administration. Capers was opposed to Bryan's silver and financial policies, and stump ed several States in the interests of McKinley in the last cam pagn: for his services and his acknowledged ability, the presi dent made him District Attorney to succeed Abial Lathrop a Re publican with a spotless charac ter, and a man who is popular with the best citizens of his home city, Orangeburg. Accompanying the dispatch announcing this appointment is a statement from "R. M. L." the News & Courier's Washington correspondent to the effect that "Capers was appointed through the influence of Senator Mc Laurin and is expected to stimu late the organization of a white Republican party in South Caro lina." This opinion comes from R. M. L. who for several months has taken advantage of every little circumstance to create prej udice against McLaurin, and to ouild a boom for Mr. Latimer who appears to be the News & Courier's pet candidate for the United States'Senate. We are inclined to believe that Senator McLaurin -aided Mr. Capers in securing this appoint ment, but that it was for the pur pose of stimulating "the organi zation of a white Republican party in South Carolina" is a gratiutious opinion of McLaurin's enemies for the purpose "to stimulate" the fast waning preju dice they created against him some months ago. Mr. Capers has allied himself with the Re publican party and is so recog nized by its leaders; it is known that the administration will not appoint to such a reponsible pc. sition any other than a Republi can. Mr. Lathropo's time is about to expire, and the question comes up which of two Republican's will be acceptable to the people of this State; that being the sit uation, Senator McLaurin no doubt interested himself in aid ing Mr. Capers who is a South Carolinian, with all the sympa thies that rearing and nativity brings to a man for his State, in preference to another Republi can of the old school. In mat ters concerning the State Mr. Capers is heart and soul a Demo crat, but in national matters he believes the Democratic party is wr-oug on financial matters, and wrong on questions, of expan sion, and they being the leading issues of the last campaign he supported with voice and pen the doctrines of the Republican party-hence his reward. There is absolutely nothing in the insinuation that McLaurin will aid in stimulating "the or ganization of a white Republican party in South Carolina," be cause he has already announced that it is his purpose to submit the position taken by him in the* Senate, to the Democratic pri mary and abide its result, and this announcement has caused "a quaking in the boots and a chattering of the teeth" of some of South Carolina's hungry statesmen (i) who are devising all sorts of means to capture the party organization to choke free speech and keep McLaurin from getting before the people. The News and Courier's Wash ington correspondent, R. M. L., launched Congressman Latimer's boom several weeks ago, but the, thing struck a shoal and got fas tened in a mud bank. The boom did not sail far and in order to -pull it off anmd give it another start, he makes an effort to hitch McKinley's appointment of Capers to it with McLaurin at the wheel to steer young Caro linians into t:he haven of Repub people have heard so many con trary opinions of McLaurin that they have determined to hear him in his own behalf whether the politicians looking for his job like it or not, and in spite of hired boomers. THE BEGINNING. Senator McLaurin is working to get some of the national treas ure brought into South Carolina. It has been customary for the treasury department to deposi1 some of the treasury surplus funds in the banks at New Yort and other Eastern cities, ani when our junior Senator ascer tained that the Secretary intend ed a change in his policy, Mc Laurin interceded in behalf of this State, and as a result hE succeeded in getting a deposit of $50,000 sent to the Central Bani of Spartanburg. The Senator': course, ever since he ha. been in Congress, shaped tc the turning of the money chan nel towards the South, and the deposit in this State is the be ginning of the result of his la bors. We believe that with a proper exercise of business judg ment South Carolina bids fair tc share equal financial advantage. with Eastern States, and the ef feet of it will be that instead o: going down on bended knees; begging money at eight and ter per cent discount, borrower t< pay for papers, money will bE easily obtained at four to six per cent,. the rate prevailing at the North. When the flow of money comes this way, it will be easier; and hence cheaper, and every merchant and farmer will be ben efited thereby. The political fakirs may con tinue abusing McLaurin and disparage every move he makes, but when the people realize tha1 beneficial results come to them from his labors, they will snap their fingers in the faces of thesE political mountebanks and laugh them to scorn. We have had hammered into us by politicians that if we do not follow them the "old boy" will catch us, and what Aid they bring us other than the lifting of themrselves into high positions with big sal aries? Where have any of them attempted- to turn a dollar to wards this State? It is all well enough, when the larder is full, to indulge in sentiment,but wher the crib is empty and the home is tottering under the weight oi mortgaged debt, money and noi sentiment is the only source od relief. The effect of the troubles in China is being most seriously felt in the cotton mianufacturing sections of the United States and especially in South Carolina. In this State the coarser grades ol goods are manufactured, and China is the principal market; with the gates of China closed and fastened by the bayonets oi the combined powers, our manu facturing enterprises are becom ing congested with the manufac tured goods, to such an~etn that cotton will bring a low price next fall regardless of the crop grown. Factories all over the North are shutting down and thousands of laborers are being thrown out of employment as a consequence, and unless there is a rift in the war cloud soon, we look for our Southern mills to follow suit, and then probably will our peole realize and appre ciate the need of an open door poiicy for this government. The sentiment against the National administration's com mercial expansion policy is not so strong today as it was a month ago, the people are doing more thinking for themselves and leaving less for political agita. tors to do for them, and the re sult is, that they are reaching different conclusions from those held when they were receiving their information from politi cians. We honestly believe that if the questions of territorial and commercial expansion are prop erly presented to the people of South Carolina, the obstruction ists, methodical or sentimental, will be relegated to the rear in short order. The people are fast tiring of their being so far be hind in the progressive p~roces sion, and like all spirited people they are anxious to forge to the front.
