I would buggest that y ou employ an expert to examine carefully tne wnis key tanks now in use. I am of tat opinion that it will be shown that it will be better to purchase new tanks; if so, then I would recommend that you buy three tanks of 5U barrels ca pacity each and one tank of 25 bar rels capacity. Two of the large tanks to be used exclusively for corn whis key and the other for rye wtuskey. The 25 barrel tank being used only for dumping the higher grades :! r ie whiskey. Motte of Charlestonkd the list with the highest amount. i1e started in ousiness in September, '897, and purchased $362.28 and reports breakage $6.65-2 ner cent. In Anpri his purchases weze $197.70,and breaa age $12.97-6 per cent.-which is 4 per cent, greater in April, 1898, tha n in September, 1897, wnen he assu~-ned charge of the sub-dispensary. This is out of all reason and there must be something radically wrong if his management from a tus~zness standpoint. I next call your atteniticn to the Mt. Pleasant disnensary, which I is near Charleston, arnd to which the goods are shipped by way of Charics ton and over the same railroad, arnd in addition to this these gocdis have to be unicaded upon the steamship 'wharfs and reloaded upcn steam boats and unloaded upon the wharfs in Mt. Pleasant again,' which requires one-l more hadling than Mr. Motte's goods does in the city; with ihis additional handling the Mt. Pleasant dispensary breakage is not as great as M1r Mote'::.I The figures are: May purchases, 1897, $933 49; break age, $3.44; 1-3 per cen t. April pur chases, 1898, $414 06; breakage, 95, 25: 114 per cent: which is 7 S per cen:. greater in April, 1898, than in Ma y, 1897, when the present dispernser as sumed charge.
