Inmates present, two white : Jr women, four negro men and four negro women, a total of 10. In addition there are 17 convicts at the almshouse, under the direction of the superintendent. The Newberry almshouse is badly in need of general repairs, most of !k them long standing wants. VttiUVU XV* ?4?V ?r> 7 g? poor of the county. This tendency is ^Lshown by the large number of con^ victs kept at the heme, and by the mm class of criminals sent there. Nearly j * all of the 17 now present are newly' committed negroes who acquire close | guarding and direction, thus taking j much of the superintendent's time ! which should be devoted to the care of the pauper inmates. The entire time of the superintendent ^would be required to keep the institu-! tion clean and home like. j To mention again specific needs.1 The house occupied by the negro women is in very bad repair, and leaks in streams in severe weather, i The walls and ceilings of all houses pccupied by the negroes are disgustingly black and dirty, and there are several holes in the floors. The steps are also in need of repair. The convict stockade should be equipped with some type of bunk, to raise the mattresses off the floor, both for the sake % of keeping them cleaner and for the sake of economy. One at least of the i paupers has insufficient cover for cold weather. The bathtubs which have l*pen in the yard nearly two years are > still serving no useful purpose, and should be installed for use. All of these needs are fundamental, and cVirmM snrvnlipd at once. In active management by the sup- j erintendent we find conditions about! as satisfactory as could be expected under the circumstances. He has so much to do that he cannot do any of it thoroughly. Finally, we recommend strongly that the paupers in the Newberry almshouses be given three meals t daily. They get enough to eat now k to keep them alive and healthy, but , they do not get it at the right time. Every person is so constituted that he desires something to eat three times each day, and when old people are forced to go from dinner of one ; day until breakfast the next mornI ing without food they cannot be ex pected to be contented and happy. m Old people like to eat as well as ^ younger ones, and they should be V given something light fc-r supper, ^ such as bread and milk, with some V syrup now and then. Corvicts present i eight, of whom four were trusties, j Since 1918 the commissioners have! j purchased new tents for the guards \ I ami ( itivicts at this camp, and me j management has been improved in! other ways to some extent, but the j great lack has not yet been supplied, j The chief fault at the Newberry j chaingang is the lack of proper cook- j ing facilities. No stove is provided, j and no shelter of any sort arranged, j cooking being done?when weather permits?over ail open tire in a snai- i low hole. The foreman and guard j acknowledged that meals are fre quently missed because of the impos- j sibility of cooking outdoors in rain or j snow, or very high winds. They both j expressed a strong desire for a stove | and some type of cover for it. On j this trip we could not visit Foreman j Teague's camp, but we were told that j he has no stove. At the almshouse! there are seventeen convicts for j whom cooking is done over an open j fire in a fireplace. Of course bad J weather does not interfere seriously< in the latter case, but proper preparations of food cannot be protten so | easily over open fires as over a stove. J We recommend that the supervisor! and commissioners purchase three S good stoves, one for each road camp and one for the convict kitchen at the almshouse. Tents or wooden cars on wheels should be provided to cover the two stoves placed in the camps. We recommend that the commissioners provide a new tent for the trusties, and also secure more blankets for use in the camp. We commend the foreman lor tne improvement in his method of disposing of sewerage, and especially for his ability to control the discipline on his gang with a minimum amount of punishment. We are informed 'nat Foreman Campbell has whipped onlyi one man in four years, the one exception being a negro who tried to escape. The attorney general has ruled that whipping convicts is unconstitu tional, and we are glad that Mr. Campbell so closely follows the highest law of the state in his treatment of his men.
