Washington, Jan. 19.?The Su preme Court today decided to pass or the validity of both the federal prov hibition amendment, which becamc operative la.st Saturday and the aci of congress prescribing the mannei of its enforcement. The court's decision will be rendered on proceedings which are to be ^ instituted by the State of Rhode Island, which was given permission today to bring an original suit.
