Jeraffi tod Jem Altered at the Postoffice at New fo*Tf, S. C., as 2nd class matter, . H. AULL, EDITOR. Friday, January 26, 1917. MAYOR WEIGHTS STATEMENT. "May I expect your support and co operation ?'* is the question with, which Mayor Wright closes a most excel lent statement which we publish in another column covering what in his opinion are some of the needs of the town. Certainly, Mr. Mayor, you have our most hearty and enthusiastic sup iport in all the things you propose for this town. First, we desire to direct the at tention of the readers to the financial condition of the town as contained In the clear and full statement which ap noarc in annther column. It is clearly ? ?? - and plainly stated just what it cost to run the town during the year 1916. Taking out of the statement the cash on hand and the item for money bor rowed we take it that the actual cost of operating the town for the last year was in round numbers $42,000.} That includes interest charges anu! sinking iuna. There is the statement also of the bonded indebtedness of the town.' I In a conversation with Mayor Wn?ht] tie says the issue ot isyt> can yet ye lefunded, and he has the matter ni charge and expects to refund it at a lower rate of interest. The com missioners of public works have in i sinking fund some forty thousand dollars for refunding the water works bonds which brings our bonded in debtedness down to about $115,000. Under the constitution the town can issue bonds up to 8 per cent of thei taxable value. But Mr. Wright saysj that he is of the opinion that bonds i issued for public utilities that earn; an income are not couflted in the total bonded indebtedness, and if that; be true it will bring the bonded debt! utu itros Liiaii a iiuinai t u luuuoauu . which will permit the town to issue! at least a hundred thousand dollars' for further improvements, and then if we could get a law to require prop erty owners to pay a part of the, expense we might spend some two' hundred thousand dollars on streets, j That would accomplish something.! i And we could at the same time pay; the floating debt. 1 We feel sure that all of the citi-' zens will cooperate with Mayor? Wright in doing the things he wants i i to do for the town during this year. | and that when he gets them started j v they will keep him on the job untilj the work is done. We all have con-! fidence in his good business ability! and sound judgment and conservatism! and will give him hearty coopera-i tion. Mayor 'Wright is correct mat the j njost important thing Tor this town j fit this time ic tn Tioro enma noi-ort I streets. No town can do much until j / it begins to build streets. And they j should be built properly and under) the direction of a man who knows I how they should be put down. One' thing must be borne in mind, how-! t ever, that it will be impossible to; * pave all the streets and in the work j we'must have in mind also the most; important and most traveled streets.. As Mayor Wright well and truly says: ! "We must first lay aside all selfish-! ness and work for the best interests: of thp town at larsrd " nnnrco 4* ! .v/ui uv. * w 1 is difficult for any of us to lay asidd "all selfishness"' because we are still! human, but we must do the best wej can in that direction, and we believe; tlie temper of the people is to lay; selfishness aside and to work for the! town. The people are ready now to have j the meeting called, and it should be; done as soon as possible so that if it J should be found necessary to have', any legislation it may be passed at, the session now on in Columbia. There is need of more revenue for ordinary expenses, and if the char--! ter provides for only a six mills lew! it should be amended so that more, money could be raised. The asses- i ments are remarkably low, but wei would rather see the levy increased' than to have the assessments raised.; Everybody now get together for a greater an4- a bigger day (or Newber ry in this good year which, ends its number in a seven. On Tnnp/1o?? i 5 ^ t V** 1 Utcua; iuwi iillig UK iliiU. <i C'cLli over the phone from the clerk and treasurer of the city informing us that he had just read our editorial. That was fine and we were delighted, because it is always good for any one to read the editorials of The Herald asd News, but he added thai the books in his office were open for us and if we desired to look over them that we might come down and do so. We thanked him and said that we sup posed they were but that we did not have time to come down and look ov er the books, as we wers sure they were correct, but that it would scarce ly be possible for him to spare thef a time from his other duties to have j all the ciiizi-ns of the town to look j b< over them. j pi Now, the purpose for mentioning : hj this iiti this connection is to Bay, that j w there was nothing in that editorial { tb that was intended to be inquisitorial, | w and it did not in the remotest ana j ec most farfetched construction that cc could possibly be put on it intimate \ to anything that could be construed into j it n i rv tliof t Knnlrc VV* QT1 V- ' TjC V M ? 4*4 ^ b V?* V W W " V* V ? ? 4 ^ thing, but absolutely correct. We P* wanted the people to see how the ti-j b' nances of the town stand, and what the j hi town owes, so that they might intel-1 th ligently decide whether it would be i ^ advisably to undertake to issue anyist additional bonds for public improve-1 be ments,i and that was all there was to it. A^id we repeat, that we think w that is what council should do, and th we are not intending in the slightest es degree to dictate to the authorities what is their duty, but as a humble citizen who is interested in the de- lK velopment and welfare of the town, i w-e would like to see some street pav- K" ing going on if our financial condi- tJ: tion is such as to warrant the expendi- ai ture. .1* And we think that the commission- w ers of public works should publish ,)r an annual statement of the doings ot .y that body so that the people might ta know how tne accounts stood, and we > are satisfied that the accents are all right, and no doubt the showing will. '-n be a very creditable one. But pub- n licity as to public matters is a good tning, and not so much publicity as ^ to personal and private affairs, it is a good tnmg always to take tne peo ple into your confidence, and eepec- ^ jaiiy is tnat true of those who navei* been chosen for official position and j who are serving the public. The City council says that the 11 cease ordinance is the same as laat j ear. n me legislature were to say ^ that the levy is the same as last year ^ it would scarcely oe ajie to have it1 collected. It is a penny wise and a! ^ pound toolish doctrine to save a little' ^ bit by not printing the license ordt- jt nance, and really, as we nave before .-J J ! I I! j ? J * ' . fcttiu, we uo nji Deueve mai me license i can be lawfully collected, because tne ; law says all ordinances to raise rev- j enue must be published lor a certain ie] time, and if a "license ii^ not for tile j purpose of raising revenue what is \ pa iL . - - i u m j. Aull, of the Newberry Herald and \-l( News says he can't help getting out x good paper. "Self-praise is half scan- sa dal," but, dawgun it ail, he does ger out a good paper.?Abbeville Medium, pr TnanK you. .but it is not sen praise thi simply to state a fact. It's just nat- ' ural like, you know. And then we Ri like to do it. in The legislature is going to reduce o! the legal- rate of interest in the State. That will help some. | We ha^ e always been under the impression tliat it was very wrong to at tamper in any way with the jury or , 11 the trial by jury. That was o^e ' thing we were keeping inviolate. And e if the ordinary citizen should in any . . TVOv nn^orf ol' \ 4-/-V tnmnn*. .i-irK ? . w?_r uuubi tan: iu laui^ci ?mi me jury box the penalty would be very severe. jbP We see from a letter by Sam Ad- jn ams, a young attorney at Abbeville,1 that the governor has sent for the jury gL commissioners of Abbeville to_ come lo Columbia and has instructed tliem m to show cause "why they should not ?a pack-the jury panel at the next term of the court of general sessions to be tr. held in Abbeville county." That, it ed seems to us, is a very serious charge,. \\ and if it were made against an or- . vi4. j vitiiuvu tuiV/i XZ nuuiU UC CLll III"* vestigation. Surely the governor has not gone so far deranged on the law and order ery and law enforcement that he would undertake to pack the jury panel. How can he expect law and order, and observance of law and obedi nee to and respect for law if he should undertake to pack a jury pan el, is beyond our understanding. That is striking at the very root and foun dation of the liberty of the citizen. And yet since this has been mention ed we do recall that some months ago the same thine' was Hnna hv fh** cm . o ?^ ^ esv?- j ernor as to the jury panel in -Charles-. ton when he wanted to convict the sc blind tigers. This sort of thing will ba surely have a rebound. I ^ -t I cc ' in Luncheon. Reception and Lecture Today's Events'*?Headline in The State over an account of legislation in ail Tuesday's j^aper. We had iree columns more or less of what e considered very live and very hot litorial and the ads came and of iurse we had to tane out editorials acocmmodate the advertisers and was too late then to increase tne iges, so we are giving you in this iper the editorials that were main intended for the Tuesday paper, it they are of such a character that iey only get the better by saving, e want our subscribers to undcr and that we will withhold the very ><>. iitfpranAn that tt'o have give space to the advertiser and e will even hold over The Idler for e same purpose, as we did on Tu iday.
