Washington, May 29.?The state department was officially advised today that it might expect soon a new riote from Gen. Carranza regarding tlie border situation. Indications are tiiat it will p-opobc the framing of a iefinite understanding along the lines of. the unwritten agreement reached by the military conference at El Paso, j Should this forecast be borne out, j the delicate situation created by Gen.! Canranza's request for the withdrawal of the American expedition would be a closed incident. Special Agent Rodgers at Mexico City reported today that tlie attitude or Carranza officials liad undergone a decided change. There were evidences, he said, -of increasing friendliness toward the United -States. Officials here attribute the change directly to Gen. Obregon's report of his discussion with the American ch'ef of staff and border commander. Mr Rodgers reported that Mexican officials now felt that the critical stage resulting from the Columbus raid had passed. The determination of the Carranza government to reopen diplomatic negotiations for a formal protocol probably explains its delay in instructing Eliseo Arredondo, its ambassadar here, in regard to negotiations over the request for withdrawal which has been handled as a separate question. The only step taken toward a continuation through diplomatic agencies of the discussions at El Paso, as suggested by the conferees, has been Mr. Arredondo's request for instructions. ;:he state department has made no move in that direction and so far as known has contemplated no::e. Since Gen. Scott's return with a full report en the c onferences state-department officials have expressed great satisfaction over the results he accomplished. Apparently the whole basis of the Carranza request for v.itkdrawal was the suspicion as tc the real purpose of the expedition sent afte~ Villa. The first meetings of the conferees at El Paso were devoted to efforts by Gen. Scott and Gen. Funston to clear Gen. Obregon's mind of this suspicion. The state department received encouraging reports today also from the Tampico region, where fears of antiAmerican outbreaks have been expressed. Xo actual demonstrations have occurred and today's message said there was an improvement in the feeling of the Mexican officials and population toward Americans generally. The gross receipts amounted to $109 which will bo used for school improvement. The natriotir sentiment exemDli fied in the raising of a national flag at the school could not be better. Probably nothing could be done that would do so much to instil in the hearts f the children the proper love of our country. !
