RECALL PETITION UP TO GOVERNOR THREE SPARTANBURG OFFICIALS ARE UNDER FIRE. Mayor Floyd and founcilmen Waller L and Fielder Are Accused of Extravagance. me Mate. A petition asking a recall election for Mayor John F. Floyd and Council- ; men C- B. Waller and John B. Fielder of Spartanburg has been filed with Governor Manning by citizens of Spartanburg. The petition is signed by 392 persons, of whom 312 are said to be j Qualified electors. Mayor Floyd called at the govern- j or's office 'Tuesday and made a copy of the petition and the signatures. He declared that he was not worried. Councilman Waller is head of the chemistry department at Wofford college. Mr. Fielder is a merchant. At. the last session of the legislature an act was passed reducing the number of commissioners in Spartanburg from four to two. Under the terms of this act 0. T. Oallman ana J. T. Hudson "will retire from office next Saturday. The other commissioners, under the law, hold over for two years. The commissioners receive a salary of $1,200 each a year. Reasons for a recall election are given in the petition to Governor Manning as follows: "Because 01 the extravagant and improper management of the city's finances by the mayor and councilmen or commissioners above named. "Because the mayor and councilmen above named did not use proper diligence nor exercise due business care or prudence in managing affairs of the city, especially in arranging its finan cial affairs. "Because the mayor and councilmen above named have shown indifference and improper management of the city's affairs, by accepting a loan of about $85,000 from a local bank and agreeing to pay 4^ per cent interest for the same, when another local bank f A m O V A fV A OA >r? Three other mem- < hers, representing the metallurgical ] industry and the Lyons chamber of l commerce, will arrive shortly. > This commission is backed, the ? commissioner said, by all the large c industrial and commercial organiza- ? tions of France, and a majority of the 11 bankers. ? "Before the war France imported a s large portion of all structural iron and \ steel, industry machinery and all r manr.er of supplies from Germany," said Mr. Damour. "But it is sow con- r ceded in France that the great friend- ? ship shown by the United States will r bring about close trade relations be- t tween the two republics at the con- r elusion of the war. t "The purchases we will arrange for c will be necessarily to rehabilitate } France's various industries after the n war. but we will also take opportunity j c to modernize many of the plants. Be- i \ fore the war we were spending at j r least $160,000,000 a year for German j s machinery ani industrial sunnlies. T : o feel sure this sum will now be spent; c in the United Statos and that our pur-1 t . chases vill lead to far greater ones in ; the future. t "Our orders will cover virtually all "kinds of machinery from agriculfural i! implements to finer grades of textile | A machines.
