AalL In the Observer we read a very interesting account of the Teachers' institute recently held in Newberry, i i These institutes have been very j beneficial in the past, the last being no ! _ exception. Tve first one was organiz-; m ed some 30 years ago. UVe do not re- 1 member who was commissioner at that time but fortunately for Newberry ail toe commissioners have been good and \ learned men. Among tne icval mem- j bers of this first institute will be pleasantly recalled the names of Capt. Pii'er, Prof Welch, Mrs. Fair j and Mrs. Long, as charter members. Capt. Pifer, though o.e has passed away I has left an inheritance to t.:e common school teacher that will speak of him g ior many years to come. ^ Space forbids to speak of our many L worthy commissioners, but we would I ft especially refer to the great educar tional work done by Col.
