Keenan, mayor pro tem, today in answer to communication sent to him by the latter in which he stated j that council will have to abide by the j opinion of the city attorney when he j announced that the governor ad no authority to pardon a municipal of-1 fender. i ne ionowing is an nuci view giam.-j ed a reporter of the Record yb Mayor Gibbes, who has just returned to the city: "In the Pettigrew case, when Blease issued the pardon, I refused to release xne prisoner oeiore ever cuiiauniug the city attorney, as I knew it was j never contemplated that the pardoning power of a State officer should extend to violations of municipal ordinances. City Attorney Benet Con-firmed my action in that matter as - i toeing legally correct. "As I understand it, City Attorney Edmunds agrees with Mr. Benet's opinion; therefore, if council agree with me, no heed will toe paid to par dons issued by Governor Blease to city offenders until the question of law involved shall be settled by the supreme court." As the letter of the governor makes j reference to the city attorney, Mr. Edmunds dictated the following statement: "The bitter carpings of a chief poli tician and demagogue can neither j inake nor mar the reputation of any lawyer. I, therefore, have no comment to make on the utterances of the chief executive." T>hp- whnlp pontroversv between Governor Blease and the city authorities grew out of the fining of his negro chauffeur, Harrison Xeeley, in the recorder's court Saturday for speeding on Main street Friday. Recorder Ver- j per convicted him and fined him $3.75. j The governor's secretary paid the ; fine. Governor Blease claims that th-e conviction was unjust. Again on Monday morning Xeeley was fined $15.75 ! for exceeding the speed limit on Main | street Saturday night. The governor an nrnnnant of the nar hotn ! tir:i*es.
