KULES For <?ovorniiig' the Membership of Democratic Clobs, the Qualification of Voters and the Conduct of Primary Elections of the Democratic Party of South Carolina, Adopted Ma? 15, 1912. The following rules shall govern the membership of the different subordi- i nate Democratic clubs of this State, the qualification of voters at the pri? mary elections held by the party, the conduct of the primary election to be held on the last Tuesday (27th day) of . August. A. D. 1912, and the second pri- j marv, held two weeks later, if one be necessary: Rule 1. The qualifications for membership in any subordinate club of the Democratic party of this State, or for voting at a Democratic primary, shall! be as follows, viz: The applicant for membership, or voter, shall be twentyone yeai's of age, or shall become so before the succeeding general election, and be a white Democrat, or a negro , I who voted for General Hampton in 1876, and has voted the Democratic j ticket continuously since. The said statement shall be placed in the j ballot box by the managers, and returned with the poll lists to the county chairman. The managers of election i shall keep a separate list of the names * of all negro voters, and return it with ! .poll lists to the county chairman. No person shall be permitted to vote > unless he has been enrolled on a club list at least five days before the said , primary election and has been a resi- ! dent of the State one year and of the county in which he seeks enrollment; sixty days preceding the next general ejection: rroviaea, mat in unarieston county the voter must have his name on the club list at least 60 days before the said primary election: Provided, further, That in the county of , Charleston the club rolls shall be filed r with the county auditor at least sixty \ days before the primary election. The club lists shall be inspected by! and certified to by the president and i secretary and turned over to the man- ! agers'to be used as the registry list.1 Rule 3. Each county executive com miuee 01 tne democratic party in tnis State shall meet on or before the first f Monday in August of each election year, and shall appoint three managers j for each primary election precinct in | their respective counties, who shall ' hold the primary election provided under the Democratic constitution, in accordance with the acts of the general assembly of this State regulating primary elections, the constitution of the Democratic party of this State, and the rules herein set forth. The names of such managers may be published by the chairman of each county executive committee in one or more county papers at least two weeks before the election. Rule 4. Each voter in said primary shall vote two ballots, on which shall be printed the name or names of the candidates voted for by him for each of the offices to be filled, together with the names of the office. The tickets to be voted shall be furnished by the State and county executive committees respectively, and shall contain the names of all candidates for the re spective offices and no other tickets shall be used. Adjutant and inspector general. State superintendent of education. Attorney general. Railroad commissioner. , The other with spaces to suit the different counties. For congress district. For solicitor judicial circuit. ! State senator. House of representatives. Sheriff. Judge of probate. Clerk of court. County supervisor. Coroner. County superintendent of education. Treasurer. Auditor. Magistrate. Master. County commissioners. Xo vote for hou?e of'representatives shall be counted uniess it contains as many names as the county is entitled ' to r?preventatives. Rule 5. The managers of election j shall open the polls at 8 o'clock a. m.,! and shall close them at 4 o'clock p. n?., | Provided, That in the city of Charles- i ton the polls shall open at 8 o'clock a. m., and close at 6 o'clock p. m. After tabulating the result, the iranagers shall certify the same and forward the ballot box, poll list and all other papers relating to such election, by one of their number to the chairman of the I respective Democratic county execu- j tive committees * within forty-eight hours after the close of the polls. At any election when the right-of a! person to vote is challenged, the man- j agers shall place the vote so challeng-! ed in an envelope and endorse thereon j the name of the voter and that of the i I challengers, and the person so chal- j \ lenged shall be allowed to vote, and ! the challenged votes shall be kept sep- t arate and apart and not counted, but \ turned over to the county executive committee, who shall at its first meeting thereafter hear all objections to such votes, and where no per- ; son appears to sustain an objection made at the polls the ballot shall be removed from the envelope and mingled with the regular ballots and counted, but where the challengers appear, or produce witnesses in support of the challenge, the committee shall proceed to hear and I determine the question, and in all in- | stances the voter shall have the right [ i of appealing to the State executive ; committee. "assembly and county officers, and j shall forward immediately to the chairman of the State executive committee at Columbia, S. C., the result of! the election in their respective coun- | ties, for- United States senator, State officers, congressmen and solicitors. Rule 7. The protests and contests j for county offices- shall be filed within ! two days after the election with the ! chairman of the county executive com- ] mittee, and said executive committee shall hear and determine the same at i its first meeting thereafter. ( The following is the form of the oaih: "As a candidate for the office of , in the Democratic primary election, to be held on the last Tuesday in August, 1912, 1 hereby pledge myself to abide the results of such primary and support the nomi- j nees thereof, and I declare that I am a Democrat and that I am not, nor will I become the candiate of any faction, either privately or publicly suggested, other than the regular Democratic nomination." If the candidate is running for the United States senate, or for the United States house of representatives this additional pledge shall be required: "I will siipport the political DrinciDles and policies of the Democratic party during the term of office for which I may be elected, and work in accord with my Democratic associates in congress on all party questions." "This the day of I 1Q1 ? ) 1</1 Provided, that after the time for filing such pledges, and before the close of the election, should any candidate die, it shall be th? duty of the State or county executive committee (as the j 1 ^ Ar\nArfnm'tr "f AT I cast? nmy us J IU auui u mun.; j the entry of other candidates for the office involved, and should such death occur -more than twenty days before the first primary, then said committee shall make provision for other addi- J tional candidates entering the race, but if said death occur after said twenty days, then the balloting for said office shall not be at the succeeding primary, but at such other times as m^y be fixed by said committee, and that . they shall provide for the filing of pledges. (Amendment 1912.) l Rule 9. In the primary election herein provided for, a majority of the vote* cast shall be necessary to nominate , candidates. A second primary, when necessary, shall be held two weeks af- , ter the first, as provided for under th? constitution of the party, and snaji De subject to the rules governing the first , primary. At said second primary thetwo highest candidates alone shall run for any one office, but if there are two or more vacancies for any particular office, then double the number of can- , didates shall run for the vacancies t^ be filled. For instance, in a race for sheriff the two highest shall run. Rule lQs In the event of a tie between two candidates in the second primary, the county chairman, if it is a county office, and the State chairman, if it is for United States senator, State officers, congressmen, or solicitors, shall order the third primary. The question of a majority vote 6hall be determined by the number of votes cast for any particular office, and not by the whole number of votes cast in the primary. Rule 11. Rule 12. All candidates must subscribe to the following pledge, as required by the act of the general assembly and file the same with the clerk of the court of common pleas for the county in which he is a candidate, unless he should be a candidate in more than one county, in which case he shall file same with the secretary of State, before he shall enter upon his campaign, to wit: I, the undersigned of the county of and State of South Carolina, candidate for the umcc ui ^ iicicuj pledge-that I will not give nor spend money, or use intoxicating liquors for the purpose of obtaining or influencing votes, and that I shall, at the conclusion of the campaign and before the primary election, render to the clerk of court or (secretary of state as hereinbefore provided) under oath, an' itemized statement of all money spent or provided by me during the campaign fnr r.amDaisn Dumoses ud to that time, and I further pledge that I will immediately after the primary election or elections that I am candidate in, render an itemized statement, under nnth showing all further moneys sDent or provided by me in said election.
