Columbia, Mareh 7.--Governor An eel to-day signed the Act whieh has been called the "firemen's pension bill." A few days ago Mr. Augus tine T. Smythe, of , Charleston, ap peared here and argued bere Gov mrnor Ansel that the Act is uneon stitutional and should be vetoed. Governor Ansel gave oat no state ment as to why he did unot veto the Act, but the inderstaniding of the situation is that unless there should be some grave showing as to whY an iAet should be vetoed after passage by the legislatu.re the G.overnor ~wuldsign it. In the ease of the Act signed to-day the matter -will probably go to 'the Supreme Court later on. Fire insurancJe men here are quo ted as saying that the rates would hiave to be raised in all towns inthe State where the tax would be paid under 'this Act if the Courts uphold bihe same. The estimate of taxation upon fire insurance compamies is $20,000 per year. Howeever, the con tention of the insurance men is that "it's beating around the bush." Governor Ansel expressed the opin ion that the money raised under the Act could not be used for pensions and siek benefit payments to firemen. The Garris bill, now a law, by the Governor's signature to-day, pro vides that $1 upon every $100 shall be paid by insurance' &zmpanies upon the amount of all premiums written on fire within the limits of such in corporated cities or townzs for such period as companies may have done business in this State. The money is to be paid over to the towns hav ing fire departments. The money is to be held in trust for the making of the fire departments more effielent. The statement by insurance men is that the bill in effect is the same as that of 1906, called the firemen's pension bill, and declared uncon stitutional by the supreme court. News of Pomaria.
