AGAINST HMHILL?; Senator May Oppose John J. hill for District of Colum bia Commissioner. shington. D. C., Dec. 20.-Au of the Tillman days in South 1ina bobbed up here to-day in tion. with the appointment of J. Hemphill, a lawyer of this ,to be one of the District com sioners to succeed Henry L. West. names are under consideration r this place, that of Hemphill and former Governor Merriman of Min nesota. Discussing the question of wheth er Senator Tillman would fight Hemphill's nomination if 'the latter is appointed, the Washington Even ing Star says: "There was talk on the streets to-day that the nomina tions of Merriman and Hemphill, if i de, will be fought in the Senate, probably by influential Sensators. The old Tillman and 'Anti-Tillman feud in South Carolina may be revived by a possible fight on Mr. Hemphill by the Senator. The South Carolina Senator who is a member of the Senate committ'ee on appropriations, and of the sub-committee of that committee handling District 'appro priations, is reported to have de clared that Mr. Hemphill is a poll tax paying registered voter and citi zeu. of his State. Mr. Hemphill comes from an influential- family in South Carolina, and the majority of its members have b'een bitterly hostile to SenYator Tiliman for many years. In the absence of Senator Tillman it would probably be u4air to -say whether or not he would hold up the ,nomination of Mr. Hemphill if the President sends it to the Senati, b'ut it.is not unlikely that considerable delay would be occasioned on other grounds. The Senate invariably up holds such matters for the purpose of making necessary investigations. The indications -at this time are that Mr. Hemphill will receive' the ap pointment. The Taft Reform Tariff-UPwards. For The Herald and News. "Taft is all right, is he not Mr. --" The writer was greeted thas on approaching a few gentlemen en gaged in earnest conversation. -Whence this delusion? It must be aborn of the ,alternate perversion of facts and silence as to the other facts on the part of the press de pendent/ for the general news on the great Trust styled the Asesociated - Press, which works in the interests of its masters, that are also the pres ident 's masters-"The People?" Not on -your life-The Big Interests. The conversation alluded to seemed to turn on the high taciff. That gen tlemen of a high order of intelligence euld entertain the idea of Taft be-. ig "all right " on it~ can only be~ ~acounted for as abovef We might qualify by saying Disciples of De moracy. Mr. Taft went before the people for election under the solemn pledge *to reform the tariff downward. This he could do because the Party plat form on which he stood declared the same. Yet both went bacek on their pledges to the people. The party in Congress revised the Dingiey shedule upward and the presidernt approved. He went ito office on, if not in fact by a fraud-and it is logical to conclude that he ,will con *tinue to uphold frauds at the be hest of'party leader~s in the interest of the Trusts. x. Henry Clay in frami::g his great compromise bill (ihimself an advo ate of protection) .yielded to the de mads of South Carolina in nuliifi e ation, an~d provided for a reduction 'of duties to go into immediate effeet, and further annual reductions, so that in ten years the United States was brought to a solid basis of a tar if for revenue only. Mr. Clay was strongly advised by his friends not to present that bill, which would/losej for him the friendship of New Eng-' land and kill his chances for the presidency. The reply of that grand .patriot was: "I would rather be right than to be president.'' Mr. Taft has demonstrated thiat he is no Henry Clay. En passant it behooves us to re mark that when Daniel Webster mnade his great speech against the constitutional right of secessica which gave him at the North the sobriquet, "Defender of the Union" and was squelched by Calhoun's re jinder, so demolishing every attempt at argument that the Senate sus t.ained the right of,secession by over a two-thirds majority. The minority, not voting for the constitution, but for the coffers of their constituency. It is especially worth observing that when the Union was in the throes of dissolution in those tro'u blous times (1832) that the acknowl edgement of a State's righit of se -ession prve the stronge's bond of unin bringing -oncessions of ins tice. Let the sons of Carolina cherish the memory of their great alma ma ter in her victory, the greatest in the history of states in our coun try, the equal of any in the world. Henry Clay nobly sacrificed him self for the preservation of theunion; South Carolina -was willing, if need be, to sacrifice herself on thesacred altar of States' rights, and indirectly for the liberties of the whole people against the tyranny of corporations. To the credit of our forefathers' judgment in opposition to the hal lucinations of "protection," let it be known that under the system of' "Tariff for revenue only," the coun try prospered as never before or sine. If the incredulous doubt it, consult Alexander Stevens' "His tory of the War Between the States" (under the head of Nullification). "But ah,' says the advocate of spoiliation, "look at the great pros perity under the exceeding high McKinley and Dingley tariffs!" Yes, bat look also at the statistics of the millions of men seeking employment not able to find it; and ten millions of people on an average yearly under that regime not able to supply all the necessary wants of life. Pros perity indeed! Yes, for the great capitalists, whose money-power was much enhanced by high tariff duties, the more easily to filch from theI masses the fruit of their labor. No, gentlemen, that is no true prosperity whioh amasses wealth for the com paratively few, bat dire poverty a:n.d actual want to the great body of workers, embracing even the most skilled. labor, all which constitutes /the "bone and sinew" of the land; yea, brains also, for brain workers also have been among the, sufferers. Yellow Journalism? Send for 18th U. S. Labor Report. It was far otherwise with the prosperity that followed the victory of South Carolina in Nullification, which abolished the protective pol icy-not again reviv/ed until the tri umph of the Republican party, which substituted in place of the previous workers' prosperity, the fabulous wealth of corporations. Must the latter continue riding in power, trampling in the dust the former? What shall the answer be Justice. Newberry, S. C. Resolution. of Thanks. The Drayton Rutherford Chapter U. D.
