E. H. AULL, EDITOR. Entered at the Postoffice at New S-rrv., S. C.. as 2nd class matter. Friday, November 5, 1909. WHERE IS SOUTH CAROLINA? In the latL meeting of the South ern Appalaghian Good Roads associa tion at Asheville, N. C., the follow Jng statisties as to the growth of the good roads movement were quoted by the managing director of the South ern Commercial Congress: "The form of good roads enthus iasm which expresses itself in bond issues is unmistakable. The total bond issues voted on or discussed prior to voting and still remaining undefeated, from March to Septem ber, in!elusive, is $17,956,000. The voting of bonds shows that the pub lie mind now recognizes the perman ency of a good road, and therefore posterity's interest in it. The votes by States give interesting light on the whole matter: Texas, $5,000,000; Tennessee, $3,022,000; Georgia, $2, ;10,000; Oklahoma, $1,750,000; North Carolina, $1,640,000-; Florida, $1,600,000; Virgiaia, $1,196,000; Al abama, $850,000;' Mississippi, $310, 000; Louisiana, $298,000; West Vir ginia, $180,000; total, $17,956,000." in -nearly all material progress, the strength of sentiment may be measured by the actual output of money. Where is South Carolina in the foregoing list7-Southern Chris tian Advocate. South Carolina, -at least ' in this neck of the woods, is not in favor of putting any money in permanent -work on the public roads. We are. not yet ready to make this forward movement. We are still talking, but when it comes to putting up the money we lose the power of speech, or if it is retained we talk about the great injustice of leaving a debt to our children just as if we expected our children to remain as big fools as we are.- Of course there is noth ing for which our children would be s'o thankful and there.is no heritatge of Which they would be prouder than a few bonds to be paid it. we would leave along with the bonds a system afgood permanent roads. But our peple are not ready. That is what we heir when any improvement is eentioned. So we will have to keep on traveling the paths marked out by our uncivilized aborignees. ggy..-AN~D JUDGB. The juiry who tried Bingham and Avant for murder did their duty, but Judge Watts did not do his. The judges need censure as much or more than the juries. In this case tVhe jury found the men guilty of man slaughter without- any recommenda tion, and the judge had the power to impose a sentenecekof from t'tva to 30 years. He gave the men three years* and a half each, and by hiis action the practically said to the jury that they found a wrong ver diet. We are surprised at Judge; Watts, for heretofore, we had a good opinion of his judgment. A few months ago this newspaper crit icised judges for being too leme~n-t to criminals, .and we are more firmly convinced than ever that we .need new judges worse than new juries. Bamberg Herald. The law ought evidently be amend ed so as to ame keditors eligible to jury duty. It .is so~ easy to say what the fellow who is on the job ought to do. It is much easier than to do the job yourself. But in this caseth editor ought to be made a judge. It seems to us that in this 'ease if the judge erred at all it was not insetting the verdict aside and ordering a new trial. The men are tither innocent or guilty of murder. We do not see from t>e evidence how there can be any middle ground. But then we were not called upon to find a verdict cir to pass sentence and not having heard the evidence it is none of our business to say what ought to have *been done either .in the matter of the verdiet or t-he sentence of the court. And may be it is better for the cause .of justice that it is not. At last some enterprising person or persons, has supplied a paper that will fill a long felt want. "The Southern School News' is the naame oft a journal which we all can well welcomIe into the educationlal system of Santh (Carolina. The object of this publication is to futer edu.cation, and to bring the different edueational forces together, and to establish that harmony and unity of purpose between them which is essential to success. The especial aim will be to aid the public school svt-ems of South Carolina and the South. This is enough said and it will be impossible for such a publication to fall short %f favor, and it would seem to stand on its own merits. There is a large unworked field to be covered by this sort of litera ture and everyone must, in time, re alize the valuable assistanee to be gained by such a publication. We see that Mr. Lyon has indicted Mr. Wylie and Mr. Samuels and the grand jury of Chester county has re turned true bills. We thought it was stated as the price for the testimony of Mr. Wylie and Mr. Samuels that they were not to be prosecuted. The game warden desires it under stood that the game law does not permit the shooting of irds until the 15th of this month and he hopes that no one will violate the law as he will be forced to prosecute all )iolat4rs.
