Inspector McCafferty Gives the First Authentic Account of Miss Si gel's Murder. N-w York. June 28.-Inspector Me Cafertv. chief of the New York de tee-ive bureau, gave out to-night tie first authentic statement en the mur der of Elsie Sigel that has been made by :he police since the -discovery of *he zirl 's body on June 18, in a trunk in the bed room of Leon Ling, an Americanized Chinaman, in an 'Eighth avenue chop suey restaurant. "We shall catch t'he murderer," the inspector said. "Delay does not alter that, although it ehafes us. The whole country is one vast rat-trap wit.h every exit guarde'd. "The girl was killed between 10 o 'elock in the morning a.nd noon of June 9. and we believe Leon Ling is the man who did it, with Chung Sing, his intimate, as a possible accomplice. We 'have Chung ~Sing. From his room in Eighth avenue, Leon Ling -went straigh-t to Washintgon and there sent the "don't worry'' tele gram signed "Elsie,'' received on the nialht of the murder by the Sigel fain ily. From Washington he retu-rned to New York .and somewhere about miainight of June 9 took the body in a t:ank to Newark, arriving there about 2 a. in., on June 10. We don't know how 'he took it. That leg of the journey has not been accounted for. Unable to dispose of his trunk, Leon returned to New York with the body, 0on the afternoon of June 10, and left it in his room. From that moment we lose all trace of him. So far as we know he 1had no other possible ac complice than Chung Sing. "No other murder that I can re men:ber has attraeted such wide in ter&st or such enthusiastic coopera tion on the part of the police of other cities. All the forces of the country are working as one great machine. We have fiftv men of our own in the eit ies of the East. " The only possible ship on which Leon could have left the country is due :o arrive in Yokohoma on July 3. She will be watched." St Four of the twelve jurors, who lis tened to the testimony at the reopen- br ed inquest, refused to sign the verdict H< until the words "or accessory to the crime" were added to the draft, la4 which, approved by the majority, bluntly accused Eastman of the mur- or, der. None of the four dissenting jury men would say that any other per- hi; son than Eastman was responsible for the girl 's death. Thef merely wished to protest, they said. against the man- Ci ner in which the inquiry was conduct ed, declaring that much available ev- as idence was not adduced. The jury sat for a time to-day in the lonely bungalow itself, within we sight of Eastman 's unmarked grave, not fifty feet away. Mrs. Eastman si< ad visited the place earlier in the day, and had stood dry-eyed for a in time beside the, new made mound. m Some one with ill-,judged humor had planted a tomato vine on the grave. thI Mrs. Eastman, thinking the vine was a native flower, asked what it was. No one had the temerity to te4l her. Sheh stood by the grave until at last a convulsive shudder shook her shoul ders. Then she was led away. No one was seen about the bunga low on the Sunday when Mrs. Woodill was slain. There was absolutely no evidence that any one other than m Eastman could have been responsible for the crime. And the final t'heory of the authori ties is this: That Eastman was in need of money; that he probably had been getting money from Mrs. Woodill for some time, that he un doubtedly knew something of her past life, and that he had been black mailing her; that he attempted to continue this practiee, and that the woman rebelled, intimating that she, too, had found out certain things about Easiman, and that if driven to it would expose him. An interesting development of to day was the finding of the scraps of a torn letter in the cracks of the bungalow. Little of sense could be1 made from the fragments of the let 'ter. but the writing was identified as that of Mrs. Woodill. The letter was about the visit of someone to some place, to be "chaperoned or not as she saw fit." There was talk to-day of having an analysis made of the contents of the bottle found in the shack on yes terday, and which is believed to con tan narcotic drugs. which may have been used upon Mrs. Woodill prior to her murder. But the analysis was re-1 garded as unnecessary in view of the finding of the jury. and the coroner remarked t:hat -the county already had spent enough money on the lament able case. Mrs. Eastman was granted letters of administration to-day and all of her husband's real and personal property will be turned over to her. She will go back to New York soon and return to the stage.
