After the prohibiton bills had been passed there was a general and pro miscuous rush to get various bills through. In the first rush Mr. Cotih ran had passed to third reading the bill which undertakes the remedy the laws so as ito provide for a collection of a license fee on foreign insurance companies. The bill provides a plan whereby the State may collect back taxes from insurance companies. The ihouse passed two little local bills and while Mr. Doar-was discuss ing his bill looking to an investigation of the marsh lands an adjournment was ordered until tomorrow at noon. Text of the Bill. This is ithe famous bill 85-the first of the series of Sfate-wide prohibi 'tion bills, and which was taken up under the truce agreed upon today: Section 1. That immediately upon he approval of this Act the several county dispensary boards are hereby prohibited from the p0rchasing of any more liquors, beverages or sup plies f1r heir re-pective dispensaries, and they are herebY directed to close out. the stocks of liquors and bever ages that mv be then in stock in due course of business. undt r t he re<.mia tions and laws now in fo-ree, until the first day of July. 1909, unless such stock of the respective dispensaries shall be disposed of before ithat date, as above provided, in whiih event all dispensaries having disposed of the stocks of liquors. beverages and fix tures shall be closed: and in case any dispensary shall not dispose of its stocks on or before the first day of July, 1909, such dispensary or dispen saries shall be closed on said first day of July. and the stocks disposed of as hereinfater provided. Section 2. That all liquors, bever ages and fixtures not disposed of as provided in Seetion 1 of this Act shall be inventoried by the county dispen sary board, and sold for cash by the county dispensary board of the -res poetive counties to the highest bidder for cash: Provided, further, ,that 'all payments shall be made in gold and silver, coin of the United States, in United States currency ,or in nation al bank notes, after due advertisement in two daily newspaper~s of this State, and two trade papers publish ed outside of this State: Provided. tha.t any county dispensary boards advertisingz for bids sihall have the r'ight of refusing any and all bids, and to advertis" for new bids: Provided,. that all s..eh bids shall be filed in * triplicate-one bid wiith the county dispensary board, one bid with the county auditor, and one bid with the clerk of court, which bids shall be open to inspection, after tehe accept ance or refusal of the bids; out of tihbe proceeds of such sales the county dispensary boards shall pay all just and proper elaims, after such claims shall have been audited and approved by the dispensary auditor, any and all appeals from the decisions or rul ings of the dispensary .auditor shall be to the court of common pleas for tihe county wherein such claims are ainade, and the trial shall be de novo. Seetion 3. The dispensary auditor is :hereby authorized to employ such competent expert bookkeepers as he may deem nec-essary to aid him ain . vestigating t12 affairs, ac,cunts of, and the claims aga'nst the several dimensa"ee and the~ co,idu.eL of the several dispensaries, and said county dispensary boards, at a salcry not ex ceeding ten dollars i.cr day for the time actually employe( in such work: rand all expenses incident to the clos ing u.p of said dispen'saries shall be paid out of the mon j of such (dis pensaries:: and the profts of said dispensaries shall be paiid over to county treasury of :.be county where such dispensarry is 10ovetd, and distii buted as now proviyded by law. Section 4. The dispensar:: auditor . sall submit a report of his work. :mJd the work of his deputies, to t:he aov -ernor, and a separate 'report to :b'e grand jury of the county in which such dispensary was located. Section 5. Tliat nothin l herein contained shall repeal any part of an Act entitled "An Act to declare the law in reference to and to regulate the manufacture, sale, use. consump Ition, possession. transportation and disposition of alcoholic liquors au beverages within the State. and to police the same,' approved tihe 16th day of February, A.
