In March, 1SS-. I became a part >wner of The Herald and News and xave been connected with the paper ?ontinuously since that time. I waR rith the paper a couple of ylars prior 1o tha.t time when under other own rship. I have, therefore, been the editor for nearly twenty-five years. During that time my duties have al ;o been to keep the books and sub cription accounts. I have always had great faith and -onfidence in the honesty of the peo le and their purpose to pay their febts. For that reason I have never )elieved I could conduct a strictly :ash in advance subscription. For the past few months I have )een giving a closer study to the sit iation than ever before. When the postoffice department is ;ued its order that a subscription to i semi-weekly more than nine months n-.arrears could not be accepted at ,he second-class rate we endeavored ;o comply with the order and had to mutt off about 650 names. We first sent each subscriber at least two let ;mrs calling attention to the ruling be -ides mention of it was made in the ?aper. This fall we have sent an )ther letter to these persons but we 1ave received no response. These 650 owed us over $5,000. kJany of them not only did not pay v!iat they owel but w,?i directly and :Tbscribed f.: o--r ec.Lemporary and )aid for it. We have no objection to ;hat but we mention it as a reason !or the shaking of our faith in the ionesty of the people. It certainly vas a striking evidence of ingratitude. We still 'ave a good many sub ;cribers who are in arrears. State nents have been sent or will be sent n a few days to all of these. During the 25 years of our connec ion with this newspaper we have ost in unpaid sub:criptions at least 20,000. We have no one to blame mt ourself and the people would iave thought more of us if we had nade them pay it. We are not com )laining but we propose to stop this eak or go out of the business. After the first day of February The erald and News will be run strictly n the cash in advance plan. A post ard will be mailed you giving you hirty days notice so that you may iave time to send in your renewal md to remind you if you should over ook it. There are doubtless some errors in. he credits. If you will call our at-1 ention to these we will gladly make he correction and in every case will ve the subscriber the benefit of the oubt.. It takes, too much of our time. to end statements and to pay postage. WVe will keep no books except our eceipt stubs and a cash book and the aailing galleys. We shall hate to part with any sub cribers but we cannot longer be an oyed with trying to collect these lit le amounts and then not get them. The post office rule doe~s not permit s to carry a delinquent longer than ine months and we had just as well ut it on the cash bas We find that for a eleven months f this year only about 1000 have aid anything at all. Just about one alf of the present list. We can not ay our debts and keep up this rate of ollection of what is due us. And we to not want to offer compromise if e can help it. Remember you have two months o put yourself financial. If you can't >ay all of your back dues give us your ote and pay the advanca subscrip ion. The rule we adopt will be followed I trietly. No doubt some of those who F ave been indulged will show their .ppreciation by getting mad and tak ag the other paper as some have done. y Ve will not raise any objeetion, for I re will have the satisfaction of know g that you will no longer get a pa er without paying for it. s Those who pay no heed to whaat they I we us will have their accounts turn d over to a collection agency. | 0 We have worked hard to serve the a eople of this community and we de erve what we have earned. The Herald and News will continuet o be an up-to-date paper and we ope all of our subscribers will ap- Io reeiate . the situation that it costs l: ioney to buy paper and pay printers I nd it is much easier for each one to ay us than it is for us to be continu 1ly hunting up these little amounts. n If any man's subscription is ina ears and he has a claim against us c -e will thank him to presert his claim 0 nd if we owe it we will try to pay it. if Remember after February first Thee [erald and News is going to be cashe 1 advance.
