Stevenson, special attor- v nev f6r the commission. e One thing which was a source of ' much gratification to the commission " was the fact that there is at pres- P ent less than $75,000 in stock on hand g at the state dispensary and the pros- . pects are that it 'vill be disposed of this month, certainly before August a is gone. s On account of the decrease in the v amount of work at the old dispensary S the office force has been cut down and expenses lightened. . G There has been some criticism by those not on the inside on account of the time consumed by the repres entatives of the American Audit com pany. Two men, Mr. Richmond of New York and Mr. Franklin of At lanta, have been at work since the b second week after the organization of the commission and, an extra man from the New York office, Mr. Den mns, came here and assisted in the work of auditing the accounts for seeveral weeks, returning to New c York in April. For several weeks now two additional representatives of the audit company have been here at work on a special line. These are high salaried men, Mr. Richmond, 0 who has charge of the work at the state dispensary, being paid $10 per day and expenses. The two men who have been doing C special work will probably conclude R their labors today and return to New York, while Mr. Richmond and Mr. ti Franklin will be enaaged for two to T4 three weeks yet. t< A member of the -commission said yesterday that these 'men had succeed ed in saving several thousand dollars to the state, many times over what they have been paid for their servi es. It is unauthoritatively stated at the amount which the state has en saved as a result of the work oft ese expert accountants is in the igh:borhood of $20,000. This saving been made through the finding of ors in the accounts of various hiskey houses. This brings up an in resting feature of the investigation f the manner in which the G. M. I. atters have been in the past admin ered, and if these men have sue ded in showing by the books such ' cies it may be possible that y thousand dollars have been - ngly pdid whiskey houses by rmer directors of the institution. Mr. Stevenson made a report of his 'p to Washington on July 2, when e~ appeared before the commissioner of internal revenue in the matter of the payment of the amount claimed to be due the revenue department by the.state dispensary on account of al leged wholesale of liquors bgy the dis pensers in various eounties under the -old system. No decision has, been -rendered in the matter by Mr. Cap ers and will not be until after Mr. ' Stevenson has, submitted his printed brief in the case. He is confident of inngout before the commission Alof the money receved from the *various counties for supplies bought of the dispensary commission has bee'n deposited in banks in all parts of the state, drawing 4 per cent. in ters. Each bank that receives a loan from the commission is required to give collateral sufficient to cover the -ampa1nt deposited. *The detailed report of the auditing committee will probably be submitted to the commission at its first meeting in August and will be then given out to the press. It: will doubtless at tract a great deal of attention and will be eagerly read by every person in the state who has felt the least in ?terest in the matter. Gf[ ROW LAW AFFTRMXD. The interstate commerce commis sion handed down a decision re-af-1 firming the right of interstate rail ways to operate ''Jim-Crow" cars. but declaring that the negroes' ac comnmodations must equal those for white people-.s While the segregation of whites and ir lacks on passenger trains has beend eelared to be constitutional, making, ~ erefore, the ''Jim Crow" car legal, einterstate commerce commission eclares there shall be no discrimina ion against colored people in the mat er of aceommodations. In the case of Georgia Edwards gainst the Nashville, Chattanooga nd St. Louis railroad, the commis ion in its decision yesterday held that here a railroad proides certain ae ommodations for a first-class passen er of the white race it is command d by the law that like accommoda ions shall be provided for negroes ,ho have purchased first-class tick ts. It holds that in this ease it is mme;st that the railroad provided a -ash bowl and discriminated in some articulars against colored passen ers, and orders that where the rail )ads provide a wash bowl and towel i the coaches forp white passengers, nd a separate smoking compartment, milar accommoda>tions shall be pro ided for negro passengers paying milar fare. The complainant, who ad purchased a' first-class ticket rom Chattanooga, Tenn., to Dalton, a., was removed from a car for hite persons to one for negroes, and )mplained that she was liscriminat 1 against because of her color, and ot afforded equal facilities. Commis oner Lane, who rendered the eom lijS_iol's decision, holds that the road question of the right under the irteenth and fourteenth amend tents'of the constitution to segregate hite and colored passengers has been phelp by the supreme court of the nited States.
