One of th. atgumtents usetl in mak ing tihe dut ies of the comlmissioners devolve upon eity couneil is that the council has to levy the tax aid raise the money, and the comumissioners, if they run short, have to call upon council for money when it is needed, and that those, who are responsible to the people for the expenditure of the money, should have some say-so in the matter of its expenditure. It is a matter, however, for the people to determine and before the election we desire at least one full Iad complete report of the condition of tle plant. and the receipts and dis 1 hursements for one year at least should be laid before the public, and for that reaIo, we a(dressed the letter. which we did, to Mr. Boyd as superintendent. llis reply was handed to us on last Thirsday. too late for publication in thI issue. The buildings in the business part e of the town are of brick and are t large and commodious. A fine court . house, post office building, law offices are all uear the public square. Salu da has three large church buildings, a fine graded school, under the sup er;vision of Prof. W. E. Black. - Any one visiting Saluda is well en tertained . Two large hotels and fthie livery stable furnish ample acconi modation for man and beast. - The Wheeler Hotel, beautifully v situated on a hill, is kept by Mr. V Adams.
