We find that the present board of directom passed a rule on or about the 8th day of March, 1906, that all (orders for the purchase of liquors must be signed by at least two nem bers of tile board of directors, but said order was subsequently modifi ed so as to allow the clerk of the board to order the bulk goods. 5. At the November meeting Tatum secured fioni the clerk a list of the goods o'dei'ed and in a letter dated Nov. 17 objected to 3,000 cases of this liquor. The board agi'ed to cut these out. A few days later the clerk said lie had another list of purchases and in this list Tatum found 2,400 va.es of objectionable goods. Hc could also have objected to others on tile list as overstock. On Jan, 9 Tatum wrote another letter to the board in which he stated that there had -been ordered to be shipped aftem Decembei' 1, 9,000 eases, most of which was now goods, all of whieb~ he had protested against and whieb were afterwards cut out of the order, Ho called the board's attention to the fact that at one time he aslied the board to cut out about 5,500 oases from one order, wvhiich was agreed to and later on, on Nov. 17, finding the board had prepared an other batch of order's, lie went ovei the orders and wrote eh member a letter asking them to cut out certai orders amounting to about 2,000 01 2,400 cases and in reply received e Jetter from each member agreeing to .do so. Last Month's Shipments. Through Mr. Tatum's testimony, it was shown that the gooJs ordered to h shipped from the whiskey houses to the dispensary after Dec. 1, aniounted to .32,000 cases besides bulk goods. All of the goods to which Tatum had objected were in cluded in this list. Tatum declared that the stock on hand at present was as large as he ever knew it to be. Statement marked exhibit J, made up by the bookkeeper, was put in evidence, show ing the stock on hand to be about $600,000 worth. Questioned as to class of goods need ed which he was not able to get, lie said they were cheap grades of gin, corn and rye.
