Section 4. Persons non-resident of the city may become members by sending in their application in the prescribed way and by paying- a membership fee of fivedollars ($5.00). Section 6. Rule 7. Members shall pay for all breakages or damages to the property o-f tihe Chamber of Commerce, caused by its improper use by such members or their guests. Rule S. Statistics and Information. This Committee shall collect facts and information pertinent to the ob .jeets of' the organization. It.,-shall C"nfer with the President 'as to the best mnethod of utilizing such intelli gence with reference to all matters to be referred to in his annual report, and to perform suich .other duties as may be required. Legislation. The committee on Legislation shall consider such matters of Legislation as may be of-interest or impoi-tance' to Newberry and vicinity. A'shall act with any committee ofVfh'-dit Council, that may be appointed if *so (lesired by committee, ivith rega'd to legislation affecting interest of 'the City of Newberry. Rules. Washington, March 7.-A man who lives in Barnwell county and who has been spending the .last week in New York, arrived in Washington today, . and said that during the time he was inl New York there was little else talk ed about in hotel lobbies and other public places but Tillman. "I never saw anything like it in my life,'' he said, "no matter where I went it seemed that Tillman was the only thing and only inan talked about. New York is a large city, and there are many. men of prominence there, but during the time I spent in that place I am sure I heard more of Tillman than anything else--so much in fact, that sometimes I thought I must be in some South Carolina towtn. ''His recent actions in the senate have set the public eye on him as. nothing else could have done, and I believeahe is more talked about today than any other man of the United States-the present. occupant of the White House not excepted. "In one of the largest hotels of New York I came up to a group' of men gathered from all sections of the United States, and the concensus of opinion seemed to be that if Tillman hailed from any.other section than the'south there would be the strong est possibility of his receiving the next democratic -nominuition for pres ident. There were none in the crowd who disputed that he had shown him-* self to be one of the brainiest men I in the senate and that he now occupi6s a high place in the public eye.
