Senators Tillman and Latimer. says the Washington correspond ent of the Greenville News. and the South Carolina represen tatives in Congress have been im mensely interested in the sugges tions contained in the answers of beer dispensers to questions asked I them by the Record through its Washington correspondent. Senator Tillman, the father of the dispensary law in South Carolina, takes a deep interest in everything relating to the control of the whis key traffic in the state. Talking relative to the publication of theI views of the beer dispensers. Sen ator Tillman said: "There can be no question in' the world that the sub stitution of the mild drinks like beer for the stronger ones is con ducive to temperance. That was my view of the matter when I was governor of the state. In one of the last messages I wrote to the leg islature I recommended that the sale of beer in South Carolina be made a monopoly and disposed of for revenue purposes to one of the gieat brewing concerns of the coun try, I felt, then, as I feel now, that tienencouragement of the use of sli ,drinks as substitutes for the st@ng ones would result in good to tie people of the state.. - My idea wthat we would ad;Vertise to dis Pfof the beer pfivileg aard would regaire a heavy b6ad of the brew ig concern for the faithful and de mcarrying out of the laws of the sati relative to the operation of beer dispensaries. A number of my friends called in to see me after my recommendations and discussed the situation for some time. Some of them seemed to fear that a plan of this kind might result in the spik ing of beer with whiskey. I was confident this'could have been pre vented, but as I wvas about going out of the governor's office and had mny hands full, I did not care much Labout it and made~no effort to push -my views. "The main thing that would stand in the way of making beer dispensaries as popular as they would be under the circumstances would be the hours that limit the* sale to the day-time. If the,monop toly of the sale of beer shotiid be let out to somes responsible concern, with a bond to require careful and, thorough enforcement of the dis pensary laws, I am satisfied that. there would be much more satis faction- than at present. :Some of the . beer dispensaries of the state have got into trouble by patrons going into them with bottles of .whiskey in their buying beer, go-. Senator Tillman (i(l iiOt know what would be the results if the Brice law should be amended so as to permit the sale of beer in coun ties which are now indulging in prohibition. but he did believe that if such a thing should ever be brought around it would( greatly reduce the drunkenness and de crease the number of blind tigers. The senator is convinced that the whiskey interests favor prohibition at all times, inasmuch as they can dispose of their products through blind tigers, while beer, by reason of its bulk, is excluded from being handled. Senator Tillman asserted that in his opinion beer was the half mile stone between prohibition and whis key, and that its sale would strengthen prohibition and hurt whiskey, if the sale could be made under conditions that were satis factory to the people of the state and inviting to those who desire the mild stimulant afforded. He did not believe, that the people of the state would ever favor the con gregation of many people in a drinking place, be it whiskey or beer, but he did believe that well operated beer institutions, selling good beer to people by the bottle, pitcher or other quantity, to be rank off the premises or in the home, would materially aid in pro moting real temperance. custom. Custom may lead a man into many errors, but it justifies none. Custom, though-never so ancient, without truth is but an old error. Custom is the tyranny of the low er human faculties over the higher. It is hard to abolish a custom once introduced, however .foolish or effeminate. There is no tyrant like custom and no freedom where its edicts are not registered. If you are determined to live and die a slave to custom see that it is at least a good one. It is of great advantage when the customs of a nation are such as are likely to lead to good habits among the people. Custom is the sovereign of mor tals and of gods. With its power ful hand it regulates things the most violent. Custom governs the wvorld.
