The legislative session just closed did very little in the matter of changing existing laws or in the pas sage of any law of general interest. For this, possibly, there should be commendation. The tendency is to undo our laws too much any way. Early in the session The Herald and News said there would be no change in the dispensary law. This opinion was based on the many and divergent remedies which were of fered and which it was impossible at the first session to get together. There was considerable discussion of the dispensary and there can be nu doubt that there s unrest throughout the state and the murmurings are growing louder. Just what it is we are not prepared to say nor just what the result will be we will not under take to predict, but it is certain that there will be some material change in the present system of managing the liquor business in the not di5anr future. IVr. Taylor, of Newberry, had a bill prepared in the early part of the session to abolish the state dis pensary and the state constabulary and leave it to each county to say whether it would have dispensary ox prohibition and to regulate the sale and take the profits or to enforce prohibition. For some reason he nev er introduced his bill. Mr. Ashley of Anderson had a similar and more elaborate bill prepared which he ex pects to bring in at the next session. We believe such a bill will be passet and that the matter will be left to the counties. It may not come at the next session but it will come sooner or later and in our opinion sooner. It will be that or the state will try prohibition. And why should it not be left to the counties andifiti3 why should there be any need for the state institution. The resolution of Mr. Blease to in vestigate the dispensary went through and $3,000 was appropriated to bear the expenses of the investi ~gation. We do not see much that can be accomplished by such an in Svestigation but it can do no harm. *The committee appointed is comn Sposed of good and honorable men. Some criticism was indulged on ac Scount of the committee from the seni a e being composed of two senators from counties in which two members of the state board reside. There can Sbe no objection to this. The resolu -tion was introduced by Mr. Blease ~and it was proper he should have been named on the committee and we are sure Senator J. T. Hay of ~Kershaw will not be turned in the Sperformance of his duty by the fact K that Mr. Boykin of the board of di rectors happens to be from the same Qcounty. Mr. Christensen of Beaufort Ithe other member of the committee from the senate is a young man of fine character and will perform his duty without fear or favor. The mem bers of the committee from the house are all good men. The tax levyfor state purposes has bcen increased to 5 1-2 mills from ; mills heretofore. This too with the franchise tax available this 7year which it is estimated will bring -in about $1oo,ooo. Mr. Blease in the ~fe'Anate opposed the increase but the ihouse members from Newberry voted for the increase. .The levy for New berry county has been put at 2 1-2 mills. The state levy was divided ~making 4 1-2 mills for state purposes and one mill for pensions as the aMn ning Times says: "To make the increase taxation less bt rdenusome to) hear (imaginla 7tion), the solons put the entire tax .levy into a capsule so that it will be easier to swallow. a'nd at the~ same tinte take away the bitterness of the pill, without lessening the effect. The state col leges get all they got last year with a little increase and there was no pr,test. the bill going through the house this year easier than ever he fore. Th. effort to divide the privilege -.ax between Clemson and Winthrop failed and it all goes to Clemson and Winthrop gets her appropriation az usual. The addition of two circuits adds another $T5.ooo to the appropria tion bill and the salaries of the judges were increased. The appropriation to the militia was doubled. and a state armory is to be built. These are things that should be done but they cannot be done and reduce taxation. The fact is the pres ent appropriation is as large as the last one and the election . penses are cut out of this one. There were a great many new members in this legislature. They are a good set of fellows and no doubt did the best they could but promises on the campaigns to reduce taxation and to cut down appropria tions and to whack the cost of state colleges are made for the purpose of fooling the people and the funny part of it is the people like to be fooled. The cost of educating a boy I at any of our state colleges will be just as much or a little more than it was last year and we heard of no effort being made to make it less. The session was a pleasant one in many respects and we hope the state will continue to grow and prosper and that every gooo cause may have the support of all the people whether it takes a little more money or not. There is really not mch need of such a bill. * We ha% enough government control now and plenty of high schools. and besiles we have a reforlatt)ry for youthful criminals. The city council should have a brick crossing on the sidewalk on Caldwell street where it crosses Friend street. This is near the post office and every little rain brings the mud over the shoes. A plank or two would help matters a day like yes :erday. The farmers seem to be in earnest in the matter of holding cotton and reducing the acreage. They have the key to the situation and if they do not win this time they need not try again for many years. SERGIUE ASSASSINATED. Uncle of Emperor of Russia Met Horrible Death. The grand duke Sergius. the un cle of the emperor of Russia, was as sassinated in Moscow on Friday while driving in his carriage. A bomb w.s thrown under the carriage, '.hich was blown to pieces. The grand duke was instantly killed. The assassin, who belonged to the revo lutionary party, was captured. W. B. Martin and Benjamin R. Bostick, two young white men of Scotia, S. C., were drowned on Sat urday while hunting on a stream near Savannah. They were in a boat accompanied by a negro. Their boat struck a snag and was upset. Senator Tillman has returned from Philadelphia to his home in Tren tol.
