Withers Memmin ger, of Charleston, have been chosen judges of the new judicial circuits created by the present general assem bly. Mr. Prince has been in public life for a number of years and is well known in Newberry and throughout the state. He is a lawyer of ability and has the entire confidence of those who know him. He was opposed by Mr. Thos. P. Cothran, of the Green ville bar, whose legal ability is also recognized throughout the state, and his. election to the high- position of judge over so worthy an opponent shows the confidence reposed in him by the members of the general assem bly. Mr. Memminger, who was chosen judge of the Charleston circuit, is not as well known in this section of the state as Mr. Prince, but his unanimous endorsement by his fellow-members of the Charleston bar is proof of his ability to wear worthily the judicial ermine. The Greenwood Index is already advocating the election of a member of the Greenwood bar as. solicitor for the new circuit in which- Newberry, Greenwood, Abbeville and Saluda have been placed. The Index says: "The bill which places Greenwood in the district with Saluda, Abbeville and Newberry carries with it a need for an election for the solicitorship. If the Greenwood bar will endorse one man-that man a good one, the best to be obtained-there i no rea son why we will not furnish he pro secuting officer for the district. Wher ever the new officer is to come from, we trust he will prosecute-and with all the energy in him." We join the Index in trusting that new new offi cer "will prosecute-and with all the energy in him," but, for our part, we can see no reason why the new solici tor should not come from Newberry. Meetings have been held in various townships. throughout the county and delegates elected to the convention which meets in Newberry tomorrow to discuss the matter of a reduction in the cotton acreage in Newberry coun ty this year. The interest which has been manifested insures a large at-* tendance at the meeting. We are glad the meeting is to be held. Agita tion will do good. The cotton acre age in Newberry connty ought- to be reduced and the farmers ought to raise more supplies at home. Follow ing the agitation we will need action. The house of representatives on * Wednesday night voted down a res olution, offered by Mr. K. D. Edwards, of Spartanburg, that the use of the hall of the house of representatives be denied for the state ball and other gatherings of such a nature. We desire again to call attention to the rule of thi's office that no anony mous com.munications will be publish ed. If it is so desired the 'names will not be published with the communi cations, but this office desires to know the authors of communications wvhich appear in the columns of the Herald and News. Be it orained by the Mayor and Al dermen of the Town of Newberry, South Carolina, in Council assembled and by authority of the same. Section i. That from and after the passage of this ordinance all male persons between the ages of eighteen and fifty years in the Town of New berry, South Carolina, are hereby re quired to perform six days labor dur ig each year upon the streets of the said Town, under the direction of the Street Overseer, or to pay three dol lars and seventy five cents to the Clerk and Treasurer of the Town Council of the Town of Newberry. each year in lieu thereof, whjch shall be due and payable on or before the 1st day of July, Provided, that a re ceipt in full of commutation tax shall be issued to any person who shall pay the same prior to the month of July. as follows: $3.00 on or before the first day of April; or $3.25 in the mnth of April; or $3.50 in the month of May; Provided, however; that nothing herein contained shall be so conistrued as to .exempt any person xho shall become a resident of the Towvn of Newberry, at any time of any year, from performing the labor or' pa:.ing the commutation tax herein required. Section 2. All persons violating the r.wisions of this Ordinance by fail ine: to perform the said labor or pay sail commutation tax in lieu therof, sl.l, upon conviction thereof, be fin ed not more than five dollars or be lm->rsoned for not more than ten day:s or sentenced to hard labor on the public works of said Town; Pro vided,. that the provisions of this Or dir ance shall rrot apply to persons holding a certificate of physical dis abiity from a reputable licensed phy sician, said certificate not to be over one year old, and any person present ing such certificate shall make oath before the said Clerk and Treasurer that such disability prevents him from making a livelihood at his usual avo caton; nor to ministers of the gospel, in actual charge of a congregation, techers employed in the public schools, school trustees, and persons pernanently disabled in military ser vice of the state, any person who srved in the late war between the tales, all persons actually employed in th1e quarantine service of the state, and members of the fire department of 'he Town of Newberry: Provid ed, however, that only twenty mem bers of each company of the said department shall be exempt under the provisionls of this section, and it shall be the duty of the. secretary of each enpany to file with the Clerk and Treasurer of said Council, a list of all members of his company on or before the first day of January of each year. Section 3. That all ordinances, or parts of ordinances, inconsistent with this ordinance be, and the same are hereby repealed.
