A meeting of the democratic party vf the toWn of Newberry, South Cat -lina, was called to order at eight P. M., Friday night by Dr. 0. B. Mayer, chairman. I. H. Hunt wp elected secretary. - . , It was moved and carried that the primary system be adopted for the municipal election for the yea- 1904. Moved and carried that Dr. 0. B. Mayer and George S. Mower be elect ed as members of the executive com mittee from the town at large. The following were suggested as mem bers of the executive from the respec tive wards: Ward i-W. H. Wallace. Ward 2.-I. H. Hunt. Ward 3-T. J. McCrary. Ward 4-E. H. Aull. Ward 5-W. H. Hardeman. It was moved and carried that these gentlemen be elected as the execu tive committee of the town of New berry. It was moved and carried that a meeting of the citizens be called for the purpose of discussing and acting upon such changes in the charter of the town as may be deemed advisable, and such proposed -changes to be set out in call of meeting, nothing in this resolution to prevent such additional changes in charter as may be suggest ed at the. meeting. It was moved and carried that a committee, consisting of one mem mer from each ward, be appointed to suggest to said meeting such changes in the charter of the town as they 'deem - advisable. The following committee was appointed: Ward i-J. W. Earhardt. Ward 2-W. H. Hunt Ward 3.-George S. Mower. Ward 4.-E. H. Aull. Ward 5--I. 0. Burton. It-was moved and carried that when this meeting adjourn that it adjourn to meet in the opera house on the 18th of November, 1904, at eight So'clock p. m. During the course of the meeting the rules and regulations of 1903 were read for adoption .by sections. The only important- change made in the rules and regulations was that -a voting precinct-be established in each ward. This change was adopted on a motion niade by 'F. H. Dominick. Other necessary changes of dates, etc., were made The rules, as adopt ed last night read as follows: Sec. i. An election within the dem ocratic party shall be held in the town of Newberry on Tuesday, No vember 22, 1904,1 to :select candidates for Mayor anud-.Algiermen for the en -suing term for said town; the polls to be opened at eight o'clock a. mn., and, to be closed at four o'clock p. in.; one voting:precinct to be in each ward, and the executive committee shall have charge of locating same. Sec. 2. All democrats who have duly registered for the municipal election of 1904 shall be allowed to vote. In case the right to vote is challenged, the person challenged shall be required to establish his right to vote before the managers by the vouching of three idemocrats, Pro vided, that in the' nomination of al dermen from the respective wards only the qualifi.ed electors from each ward shall be permitted to vote for *alderman from that ward. Sec. 3. The candidates receiving the majority of all the votes cast for the said offices of Mayor and Alder men respectively at said election, shall be declared the nominees of the democratic party of said town, pro vided, that on or before twelve o'clock noon on Friday the 18th day of No vember, 1904, each of such candidates: shall have left a written statement with the chairman of the executive committee that he is a candidate and that he will abide the result of such election. No vote shall be counted for any candidate who has not so pledge himself, and provided further, that if no candidate, either for the office of Mayor or for Alderman, in a ward shall have received a ma jority of votes at such election a sec ond election for the nomination of a Mayor and for an Alderman, as the case may be, shall be held on Friday, the 25th day of November, 1904, un der these rules, at which second elec tion only the two candidates who re ceived the highest vote at the for mer election for the respective offices shall be voted for; and provided fur ther, in the event there should be a tie at the second primary -ior mayor and alderman, then a third primary shall be held on Tuesday, November 29, 1904. Sec. 4. When the vote shall have been duly counted the managers shall immediately certify the same to the executive committee, which commit tee shall constitute a board for the the managers, declaring the result of the election and hearing all contests and protests that may arise, whose purpose of canvassing the returns of action shall be final; provided, that no member of the executive commit tee shall be a candidate at such elec tion, and provided further, that the said executive committee shall meet in the mayor's office at ten o'clock a. m., on Wednesday, the 23d day of November, 1904; and in the event of- a second election on Saturday, the 26th day of November, 1904; and in the event of a third election Wednes day, on the 30th day of November, 1904, to declare the said election and to hear any contests or protests in regard to same. Sec. 5. The citizens' meeting that shall adopt rules for the primary elec tion shall elect an executive commit tee of seven members, two from the town at large and one from each ward, and this committee shall have power to fill vacancies in its m.-m bership. Committee Meeting. The executive committee imet im mediately after the citizens' meet ng adjourned, and organized by the lection of Dr. 0. B. Mayer as chair nan and I. H. Hunt as secretary.
