In the general election next Tues day it is the duty of every democrat to go to the polls and cast his ballot for the democratic nominees for both federal and state officers. In every congressional district the republicans have nominated a candidate for con gress. The purpose is to lay the grounds for a contest and the lighter the vote the stronger the foundation they are laying. In addition to that there are tour amendments to the state constitution to be voted on. It is important to have a full and free expression of the wishes of the people on these amend * ments. We tried to eplain them in our last issue. You are to vote on the question of the legislature meet ing every two years instead of an nually. We believe it would be bet - ter to have annual sessions and limit them to thirty days each but the peo ple have had this question discussed sufficiently, we presume, to know what they want. If you vote to repeal two subdivisions which say the legis lature shall not enact special laws as to roads for the various counties then you should vote for the amend ment which says the legislature may enact special laws as to this subject. The other amendment refers solely to the city of Greenville and if adopt ed gives that city the right to in crease its bonded debt to 15 per cent. of the assessed value of the property. As we predicted some time ago Mr. J. W. Walker announces that he will run for supervisor in Greenville county in the general election. He concludes his address by saying, "I submit my case and leave with the people the question whether the ma jority vote, honestly obtained, shall control or whether this vote can be annuled by the partisan and illegal action of above majority of the execu tive committee." We believe in standing to the nom inee of the party, and to the party machinery but from what we have read of this case we are inclined to the opinion that Mr. Walker is jus tified in the course he has pursued. The committee first declared him the nominee, he having received a major ity of the votes and then it wvent suf ficiently into the case to throw out enough votes to make Mr. Speegle the nominee and refused to hear from Mr. Walker's side. In other words it was a partisan decision and not on the merits of the case. Nearly all democratic clubs have met and passed resolutions asking Walker to go into the general elec tion as the rightful nominee of the party. WVe have read the greater part of Mr. Tillman's dispensary speech at Gaffney and it seems to us that the - burden of it is that the dispensary as it is nowv run cannot last. There . is very little difference in the way it is run now from the manner of its running hertofore. Mr. Tillman seems to be hedging. He may see that the tide is turning and he wants to get to windward. The best thing to do is to abolish the state institution and the state con stabulary and let each county regu late this business to suit itself and enforce the law and, if it have dis pensaries, take the profit. This can be done and we believe will be the best solution and will meet the re quirements of the friends who want the original Brice bill. The Herald and News is glad to * announce to its friends in Prosper ity and all its subscribers that we have arranged for a Prosperity de partment of the paper and that thi' bureau will be in charge of Mr. A. H. Kohn, who is no stranger to our readers, having been the Prosperity correspondent for several years prior to his going to Columbia. We have also arranged with him to receipt for old and new subscriptions and1 also to contract for advertising and job printing. WVe want to make it .iust as easy and convenient for our friends to do business with us as to them. Any orders given Mr. Kohn will have prompt and careful attention. We will endeavor to put Prosperity news and Prosperity adetiements on the same page so as to g:e advertisment to the town as well as the individual. In this connection we want to ex press our appreciation of the services of Prof. E. 0. Counts who has been furnishing us tFe news for some two years or more. but the nature of his profession and the duties attending his work were such that he could not give the importance to our Prosper ity department which we hope Mr. Kohn will be able to do and which we desire to extend to this growing and progressive community. W%.e hope our friends will call on Mlr. Kohn and help him. keep posted and we want you to feel that this department is yours for the purp,ie of printing the news. Sumter is to have a fall festival, but there are to be no carni. al shows there during that week. Most of the towns and cities that have had carnivals do not desire the return of them. Newberry had one here some while back and we thought that was sufficient to satisfy us but city coun cil has arranged to have another car nival week. We do not believe it will do the city any good. One redeeming part of it is they are not to be on the streets this time. The other carnival was for the benefit of the Knights of Pythias and we do not remember that the lodge made anything out of it. This time it is for the benefit of the fire department. We hope the firemen may be bene fited but we very much doubt it. The members of West Gantt dem ocratic club want Senator Tillman to come to Greenville and speak of the Speegle-Walker contest. Senator Tillman will most likely be too busy speaking in the west for Parker and Davis to get to Greenville. It's just as well for a man not to have a cent as to get married.
