The commissioners of Newberry and Saluda counties met at Bouk night's ferry on Tuesday and, after re ceiving bids for the 'erection of a steel bridge over Saluda river both at Bouknight's ferry and at Alliga tor rock, near Kenpson's ferry, post poned the letting of the contract un til Friday, when a meeting for that purpose was to have been held in Newberry. It will be recalled that at a prev )us meeting of the commissioners ' the two counties held in Newber ry on the 16th of July, it was impos sible to agree upon a site, the two points in controversy being Bouk night's ferry and Alligator rock. A resolution was thereupon adopted that. bids should be received for the erection of a bridge at both sites, and that the people favoring the respec tive sites should be allowed to raise money by private subscription, and that with these bids and the private subscriptions before them the com missioners should determine upon a site which would be cheapest to'the ounties. When the bids had been received on Tuesday it was agreed to give the people favoring the respec tive sites until Friday to raise their subscriptions, when the amounts raised for each of the sites, together with the bids received, would be con sidered and the cheapest site selected. The lowest bids received were by the Virginia Bridge company. -The bids were for constructing the steel ortion of the bridge spanning the ater, and including all the work with the exception of hauling the material from the railroad to the river, which is to be done by the ounties. The bid of the Virginia Bridge company for the erection of he bridge at Alligator rock was $3.398, and $5,498 for the erection of a bridge at Bouknight's ferry. Setzler-Ligon. An approaching marriage in which great deal of interest is being tak n on account of the popularity of the contracting parties is that of Mr. Benedict M. Setzler and Miss Margaret Louise Ligon, daughter of the Rev. R. C. Ligon, which happy event is to take place at Smyrna church on September 7. Sunday School Convention. The annual Sunday School conven tion of the Newberry conference wvill meet at Holy Trinity church. Little Mountain. today, and will continue in session today, tomorrow and Sun ay. An interesting and instructive program has been arranged for the meeting. The public is cordially in vited to attend the sessions of the conventionl. Power Increased. The power of the Hamilton Corliss engine at the llohon mill is being loubled by the addition of a fifty-four inch low pressure cylinder, which is now being set in place by Mr. J. L. Watkins. of Hamilton. Ohio. The engine has been regularly de veloping about seven hundred horse power up to th'is time. The addition f the cylinder will increase it to twelve or nifteen hundred. J. It vil be recalled that some time ago. on account of alleged statements made by Jones while in jail. impli cating the character of the young there was a great deal of ex citement. and Sheriff Rhoden started for the penitentiary with the negro. leading to the belief that the negro would be lodged there for safe-keep ing. The negro, however, was re turned to the Saluda jail without the fact being generally known, and the Alligator on Bush River. Gentlemen who have been in New berry during the past several days re port seeing an alligator on the banks of Bush river. near Lindsays bridge. The alligator. they stated n-.easured from four to lve feet in length. It was dead, and in all probability was the 'gator killed by the old negro who told oi it in Newberry some time ago. Quarterly Conference. The third Quarterly Conference of the Prosperity circuit will convene at Zion church on Saturday. August 20, Presiding Elder John 0. Wilson. There will be two services on Satur day and two on Sunday. The public generally is invited to attend the con ference-members of the churches and those who are not members of any church. Big Creek School. Big Creek school, District No. 20. will close with an entertainment on Friday night, August 26. The teach er, Miss Sallie Pugh, and the patrons f the school cordially invite the pub lic to attend. The exercises will con sist of dialogues, recitations, tab leaux, music, etc. Clemson Scholarships. State Superintendent of Education 0. B. Martin has forwarded Presi dent P. H. Mell. of Clemson college, the list of the winners of the Clem son scholarships in the recent exam inations held in the different counties throughout the state. The list in eludes two from Newberry, and Mr. Martin states that there is still one to be reported from Newberry. The two winners of the scholar ships announced frozn this county and Messrs. S. F. Gallman and WV. J. Sh eely. Union Didn't Want Him. After following him nearly all night Monday night, Policeman B. E. Koon and WV. F. Bedenbaugh and Mr. T. O. Stewart succeeded in capturing Clarence Dawkins. colored, at the house of Si Cannon, colored, in the city shortly after 4 o'clock Tuesday morning. The negro, it appears escap ed from Union about a year ago - and 'nas been on the dodge ever since. About two months ago the Un;on au thorities asked the Newberry ofincers to keep a look-out for him, and this was done. The negro arrived in New berry from Pomaria Monday after noon and, as stated, was captured at a very early hour Tuesday morning. The Union authorities were imme diately notified of the capture of the negro, but replied that they didn't want him. Why they didn't is not known by the Newberry officers. Upon receiving this answer from the Union people. the negro was turned loose. Refusses to Surrender. London. August 18.-The Russian garrison at Port Arthur has refused to comply with the Japanese com mand to surrender, and the non-com batants in the beleagured city refuse to avail themselves of the Japanese offer of a chance to leave the city. Telegrams issued by the Japanese legation this morning confirmed the press reports to this effect.
