OUR GUNNERS. How They Are Selected and Trained in the Navy. "it is only half the work to arm and equip ships with the most improved guns and sights; they must also have a highly trained personnel capable of manipulating guns. turrets and torpe does," writes Lieutenant Commander Cleaves in the June World's Work. When China found herself arrayed against Japan she offered $5oo cash per month for skilled gun pointers, but in all navies all great gun pointers are trained, not bought, and when the fight is on it is too late for instruc tion. How does a man become an expert gunner? Diligent drill and constant training are not enough without a cer tain amount of natural aptitude. One -man after another is tried. A few ,days drill in the turret eliminates all except the fairly promising. For the talent of eye and nerve which marks the born gun pointer the government pays from $2 to $io a month in addi tion to the regular pay. The premium is not confined to any race, creed or color. On one vessel in the navy one of the gun pointers is a negro. Selecting gun pointers is one of the most important duties in the. navy. Having selected the men for gun pointers, the, next step is to train them. Two methods are now in vogue, both having the same princi plie, but different in detail. In the -old days of sails and smooth bore guns, the invariable rule was-was this: "Fire at the top of the down ward roll just as the ship begins to roll toward the target, and aim at the enemy's water line." This rule lasted far into the age of steam and turret guns, and has only rcently been sup planted by "continuous aim firing," or by the art of keeping a gun trained .on the- target. regardless of the os .cillations of the vessel, during the -wtole or portion of the roll. The method of training men by the -new system-by the use of a "dotter" -was devised by Captain Percy Scott, of the British navy. The dot ter is a mechanical device which causes a small target to move across the face of a gun, with a combined vertical and horizontal motion. The Zun pointer must make the gun follow the target. and whenever the sights are on the bull's eye he presses a but ton. This causes .a pencil to dot the target. That is his shot. The other -nethod of instruction is with the Morris tube. which consists of a small gallery rifle fitted on the gun, to take the place of the "dotter's" pencil. So proficient have the bluejackets -ecome in handling the turret gun, that in actual target practice on board the Alabama a 13-inch gun is loaded :an~d fired in thirty-eight seconds. Two kinds of target practice are employed :now in all navies. One in which the target is stationary and the ship mov ing: the other in which both ships and targets are moving./ MONTE CARLO ADVERTISING. "Breaking the Bank" Method of Creating New Interest. Leslies's Weekly. -Sir Hiram Maxim's "Monte Carlo," jiust published, is not only a book :in which the mathematician will -revel and the moralist find subjects for many sermons, but a storehouse -oi strange stories. Sir Hiram men tions a player who admitted a loss -of $4a5,0oo in sixteen years. In ,other words, he must have staked '$25,ooo,ooo---acc'ording to average -play-or more than forty tons of ;gold. Sir Hiram has much that is inter .esting to say of the famous "system" byv which Lord Rosslyn and the late Sam Lewis broke the bank-or at least the authorities pretended the 'bank was broke. The two players -went to the trente-et-quarante table :-and each staked a maximum of 12,000 'francs upon black. Black came up :and each were paid 24,ooo francs. .Again they staked the maximum and weon. When they had scored seven censecutive wins the bank was again broken. A bell was rung and much ceremony was observed before money was delivered. The bank was again declared broken and with more .cere'lony money was sent for. Eundreds of people had gathered 'round and everybody staked on 'black, which came up seventeen times. The eighteenth coup was red .-nd Lord sscyn and Mr. Lewis lost 12,000 francs each. Sir Hiram was skeptical as to the bank being broken. "I did not believe for a moment that the bank had actually been broken. I knew that there had been a great deal of play that day and that the winnings of this partic ulary table must have been heavy in deed. I therefore remained to see the money taken from the table, when I found that it was exactly as I had expected-there was at least a peck of large bank notes. It had not been necessary for the bank to send for money at all; this had only been done 'for effect. and a valuable advertise ment had been obtained. Old Jones-Didn't you see the sign.
