The measure passed this week by the house of representatives regula ting the riding of bicycles or auto mobiles outside the corporate limits of towns or cities would practically prohibit the use of these machines except in cities and towns. A great deal of stir has been oc casioned in Columbia by the publi cation in the State newspaper sev eral days ago of an article on shop lifting. In the article it was stated that one of the largest merchants in Columbia had systematically prac ticed a system of Aackmail against the shoplifters whom he caught, making them pay $25 and sign a confession. It was said that a num ber of ladies had been detected and had signed the confession and paid over their money and "only a short time ago a student in one of these colleges was caught, and the poor little girl has not yet finished pay ing her ante. She is paying it on the installment plan. $2 to $5 a month. That girl is the daughter -but that shall not be even vaguelv hinted." The merchants of Columbia im mediately began publishing state ments denying knowledge of the charges and expressing their dis belief that they were trae. Yes terday morning the State stated editorially that under a combina tion of circumstances the article had appeared in a form unsatistac tory and distasteful to the manage ment of the paper, but neverthe less the State had absolutely noth ing to retract. Until the name of the merchant or some kind ot proof is offered the article will con.inue to appear to those who are not on the inside-or some of them, at least-as a piece of yellow journalism, which is something very unusual in this State. The death of Hon. Wm. C. Whit ney this week has been felt in Aiken as deeply as in any other part of the country. Mr. Whitney spent a great part of his winters in Aiken and owned several hundred thous and dollars' worth of property there He took an abiding interest in the welfare of the town and was re sected by its citizens for his high character and his public spirit.
