T.I.MA rnIGHMG CRUM. Wants Deftnite Information-Interesting Cross-Firing Between Senators Timan and Spooner. News and Courier. WastLington, January 29.-Sena tor Tillman proposes to keep up the fight on Crum in open session, and today be introduced another resolu tion, calling upon Secretary Shaw to inform the Senate the exact date of the commission under which Crum is now holding office. During the discussion it was brought out in the cross-firing be tween Senators Tillman and Spoon - er that Crum is actually presiding over the Charleston Custom House without legal authority. The President refuses to with draw the nomination, and the con test is to be fought ont in the Sen ate when the case is reported from the committee, as it probably will be, before long. Senator Tillman stated to-day that he was not decided whether it will be of any advantage to invite a committee from Charleston to at tend the hearing of the case before the commerce committee on next Thursday. It seems to be the determination of the friends of Crum to get a fa vorable report on the nomination from the committee, and then it re mains for Senator Tillman to pre vent confirmation if he can The Senator has, by forcing the discussion of the subject in open Senate, proved conclusively to such %men as Senators Spooner and Hale *that Crum's present occupation of the Charleston Custom House is not justified by the law, nor by the awkward reply of Secretary Shaw to a resolution of inquiry adopted by the Senate, at the instance of Serator Tillman. Secretary of the Treasury Shaw, in response to againquiry contained in a previous resolution said: -William D. Crum was appointed collector at the port of Charleston, S. C., March 20, 1903, and a tern porary commission issued. Mr. Crum qualified by executing bond for $5o,ooo, and took oath of office March 30, 1903- Mr. Crum was again appointed December 7, 1903, and has given bond in the sum of $50,ooo, and took 'oath of office on January 9. i9o4. There has been no third appointment and no fourth appointment. The same mnforma tion is contained in a letter to the *Hon. B R. Tillman, under date of January 8, 1904. and~wbich appears in the Congressional Record of Jan uary 25, :904 "The resolution also asks. 'Is Mr. Crum now in office and, if so, under what authority of law?'' William D. Crum is- de facto collec tor at the port of Charleston. S. C. Whether he holds his position uin der authority of law is determinable. not by the executive department of the Government, bot by the judi ciary, and by that only. He is not receiving pay because of the pro wisions of Section 1,761." Dnder Instructions From Roosevelt, Every District In South Carolina to be Con tested- -A Split in Prospect. Columbia Record. It is expected that at the republi can State convention here on Feb ruary 26, candidates will be placed in the field for congress from every district in the State. It is rumored that the candidates will be white mien, those who have held federal offices since the advent of Mr. John Capers in politics, although in one or two of the districts some negro may be put up. This movement which has only been decided upon in the last few days is the result of orders received direct from Presi dent Roosevelt. Roosevelt "wants evryreubian congressional comn mittee in the south to put out a candidate and arouse enthuiasm so that a large vote may be polled," according to a letter received from him, although how he expects to poll a large vote in this State for a reoublican candidate as the party now stands is not stated. Anyhow there may be a split in the g. o. p. in this State by order of the fractious Deas, who is State chairman and will protest. Deas wants his race represented when there is a prospect of candidates being put up, especially as congress very generously appropriates $3,ooo for expenses when there is a con test. The ambition therefore of the leading republicans to put up white men is likely to be thwarted. There is also likely to be a split on the matter of choosing delegates at large. District Attorney Capers wants to go and everyone knows that Mr. Capers is not one of Deas' friends. But Deas is not in office and therefore cannot command the convention but he has some follow ing from which trouble is expected. Anyhow there is a great probability that the people at Washington, those who are working for the re nomination of the strenuous Roose velt, will lose patience with the South Carolina party and order a reconstruction on harmony lines. INFORMATION WANTED. A Citizen of Texas Desires to Be Informed of Certain People He Knew Here Long Ago. Mr. J. B. Dugger, of Alvin, Texas, writes Sheriff Buford an interesting letter. He says he ex pects to visit here next summer, and wishes to learn of some people he knew long ago. He tells Capt. Buford that in the late war he lost a comrade near the house of Mr. Irvin Tiller, on Lynche's creek, which he thinks "was near by a creek called Big creek." He sup poses the old people are dead, but he wants the sons, it any are living, to show him the graves of his com pa.ions when he comes. Mr. Dug ger, who informs the sheriff that he desires to learn of n'any things and places he has not been able to hear of since 1865, goes on to say that Mrs. Eliza Tiller, with some others, hauled one of his compan ions to Irvin Tiller's house. If there arxe any Tillers on Lynch's Creek or Big Creek, or any who have moved from those places to other points, they will confer a favor by letting the same be known to Sheriff Buford, who is anxious to comply with Mr. Dugger's re quest.
