COUNCIL PROCEEDINGS WHAT WAS DONE AT THE LAST MEETING. The Report of the City Clerk and Treasurer and Commissioners of Puhiic Works. Read and Approved. Proceedings of regular meeting of City Council held this day. Present Hon. d. W. H. Dukes, Mayor and Aldermen Lathrop, Bowman, Smoak, Weeks and .Wem. Absent \lderman i* Smith. All" vouchers for disbursements made by the City, treasurer during the month of May, were approved by the respective committees of City Council. . . - The report of the City Treasurer for the month of May, 1908, was read and referred to the finance com mittee and ordered 'published. The report of the secretary Com missioners of Public Works for the month of May. 1908, was read and received as information and ordered published. The special order for this meet ing?the'election of a policeman for the unexpired term of J. a. Xelly, resigned?was taken up and Alder ? men Bowman and Weeks were ap pointed tellers; and the following applications read:' u. D. Dantzler. C. M'. Dukes. W. A. H. Kelly, J. A. F. Oliver and C. H. Williamson. The ballot was taken, six votes being cast, of which C. H. Williamson re ceived four (4) and C. M. Dukes received two (2); and Williamson was declared elected. The proposed ordinance' entitled i "An ordinance to further amend the Revised Ordinances in relation to Buildings, was continued for final action. The proposed ordinance known as the "Supply Ordinance" and entitled ? An ordinance to raise supplies and make appropriations to..meet the lia bilities of the City of Orangeburg for the fiscal* year begnning April T, 1908 and ending March 31, 1909. received its first and second readings and was deferred for final action / with privileges of amendment to the regular meeting in July.next. The petition of a number of citi zens asking that Russell and Brough ton streets, from the depot of the Southern Railway company and the Atlantic Coast Line company's depot, be sprinkled, was read and received , as information. Tbe petition of c itizens asking for the widening of Whtmari street, between Elliott and Rail Road avenue and the construction of concrete curbing and ditching thereon, was read and received as information. ' -The petition of citizens asking for . the extension of the -sewer mains of Sellers avenue "from the point where it now ends to the corner of Sellers avenue and Elliott street," was read and referred, to the City Engineer, , for report thereon at next meeting Of the Oouur.il The City fT-hsnrfcr called the at tion of Council to the condition of the City's finances and requested that ' provision be made for a loan or loans by .the proper officials to meet any deficiency that may arise before the July meeting of the Council; and it was resolved, that the finance committee be and they are hereby ' authorized and empowered to borrow for account of the City such sum or -\ sums as may be found necessary to . meet any deficiency that may arise in the funds of the City between ihis meeting and the meeting in July, , not to exceed in the aggregate the sum of t hree thousand dollars, at such interest as the commitee may deem reasonable. Dr. Thomas C. Doyle representing his fatherJNIr. P. Doyle, appeared be- . fore the Council asking for an op tion on all or a portion of the City's lot on Russell street and adjoining the residence lot of the said P. Doyle for the purpose of supplementing the lot of the said P. Doyle that the same may be offered, by the said P. Doyle, to the United States govern ment wherein to erect the proposed public building for this City. The Council after consideration of the matter, adopted the followng reso lution offered by Alderman Bowman, to wit: Resolved, that we give Mr. P. Doyle an option on a portion of the lot belonging to the City on Russell street, as follows: beginning at lot of P. Doyle and measuring west forty-two (42) feet on Russell street, and running back in depth one hundred and thirty-five (135) feet, for the sum of thirty-five hun dred ($3500.00) dollars; but only to be used for the purpose of a fed eral building. The sewerage commission by Dr. Povle its chairman, reported to Council that on the favorable report of the City Engineer, dated June 12. 1908, in which he says, "I recom mend to you that you accept at this time, all of Contracts Nos. 1 and 3 and to permit the use of the sewers to the citizens" &c, the sewerage commission at a meeting held June 12, 190S, had received and accepted the balance of the sewer system not heretofore received and accepted and contained in contract No. 1, and also that portion contained in contract Nc 3. and that the commission request that the council receive ani acedpt the same that it may be opened to the use of the citizens. On the report of the engineer and the action and recommendation of the sewerage commission, it was re solved, that the Council receive and accept the portions o!' the sewer sys tern of the City embraced in contract No. 1 and not heretofore accepted, and :.iso ;. hat portion eml "iced in contract No. " as ref irred 1. in the srid report of the City engin.-er, and that, the same be opened to the iu-e of the Citizens of the CS ?? B. B Owen, the two last items being re funded to the City Treasury. Oh motion duly adopted, the City Clerk was authorized and directed to issue to 'Dr. W. S. Barton, a per mit to repair and add a second story tc the one-story frame dwelling No. ? 9 N. On motion the mayor was author- ] ized to make such public awertise ment of the Farmer's Institute to be held here during the coming sum mer (as indicated in a letter from Prof. Harper o 'f Clemson College) when the date o f such institute has been furnished, as he. mamy deem proper, and that the expense of such advertising be paid from ^the city treasury. The Chief of Police was instructed to caution all advertisers against the throwing of samples of medicines, soaps and other substances into the yards of the city, and arrest all per sons who may attempt to violate his instructions. It having been called to the atten tion of the Council Jrhat the term of the City Engineer, Kdward Hawes. Jr., would expire on the sixth day of August next, it was on motion oi dered that the present Engineer be re-elected for a term beginning Aug ust, sixth, 1908, and ending April 1, 1909, at thp salary he is now re ceiving; his duties . to be such as may be prescribed by the City Coun cil frqm time to time during the said term. Salary $150 per month. Mr. A.; D. Webster having offered to donate to the use of the City for the continuation of Academy street to Sunny Side Cemetary, a strip of j his land fifty feet* wide, it was on motion resolved, that the offer of Mr. Webster be accepted and that| the City Attorney be directed to pre pare the necessary papers for the transfer of the land: , The Street Overseer and the City Clerk were granted leav eof absence to be taken during the summer. The committee on City Property was requested to confer with t" e owners of certain property within '.he City limits with a view of establish inga park. ?,Ou motion duly adopted the City Clerk was instructed to notify all property owners and householders adjacent to the Sewerage system on Russell street between Church street and Railroad avenue, that all con nections with the sewer system be tween said points must be made be fore September 1, 1908, and that, on pc-cuntof the'contemplated improve-, ments on Russell street, no connec tions wlil be permitted after that j date until further action shall have been taken by the City Countil au? thorizing the making of connections. A proposed Ordinance entitled: "An Ordinance requiring all dogs running at large in the City of Or angeburg, to be muzzled," was giv en its first reading by title and de ferred for further action. The following resolutions offered by Alderman Bowman was adopted Resolved, that the thanks of the City Council of Orangeburg, are due and are hereby extended to Congressman A. F. Lever and Jos. T. Johnson and the other congressmen and the Sena tors from the State of South Caro lina, for Uieir valuable and effective services in securing a splendid ap-j propriation for a Federal building in this City. That a copy of this reso lution be sent to Messrs Lever and Johnson by the clerk of this Council. The chief of police submitted his report for May, . showing arrests | made. 47: fines and forfeitures paid to treasurer, $129.65: labor on streets, 17% days. ' A dispatch^from Houston, Texas, says: The Texas Oil Company's 35,000 barrsj tank at Nederland station, was struck by lightening late Thursday.
