COUNCIL PROCEEDINGS. What Was Done at the Last Meeting of That Body. Council ChambPr?City of Orangeburg, K C. April 10, 1908. Proceedings of regular mooting of I City Council held this dav. Present Hon J. W. H. Dukes, Mayor land Alderman Lathrop, Bowman, Smith, Smoak, Wfceks and Wertz. Full Council. All vouchers for disbursement made by the Treasurer for the month of March, 1008, were approved by the re I spective committees on the Council. The report of the City treasurer for the month of March. 1908, was read and referred to the finance committe,e and oraered published. The report of the secretary Commis sioners of Public Works for the month of March, 1908, was read and received as information and ordert d published. Sewer construction estimate No. 12, ! contract No. 1. for the month of March, amountingto $3,011.15, less 10 per cent reserve. 8301.11, leaving balance to be paid, 82,710.04, and also expense account I of 896 75 advanced by the City for the month of March, having been approv ed by the sewerage commission, were j read and approved by the Council and; 1 ordered paid, and their payment pre I viously made by the treasurer, under [ authority of the finance committe and the Council, was also approved. The following proposed ordinances having received their first and second readings March 13,1908, were taken up ! and given their third and final reading I } and were adopted, passed and ratified and ordered published; the ordinances [are entitled. (First): "An ordinance to Punish Vagrancy," and (second,) 'An ordinance to Punish Petit Lar [ ceny in the City of Orangeburg." (See ordinance published.) The Clerk reported the removal by Mrs Dr W S Barton, of a fence on Fowks street heretofore reported as an encrrachment upon said street. A communication from Maj. W. V. Izlar asking for an appropriation Irom Council to assist in the erect of. a mon ument to the dead of Hagood's Brlgads of South Carolinians ou the battlefield of Virginia, was read and on motion was received as information* The Sewerage Commisson (Dr Doye. chairman, ana Dr Jeffords, T H Wan namaker and Adam ~H Moss) appear ed before the council and asked for an appropriation not exceeding 8500.00 to complete the system as heretofore sub mitted to and approved by council, the commission having found at its last meeting that there would not be quite enough funds in their hands to pay certain expenses which t hev thought should be paid, and entirely complete the work laid out. Afi < r a full and general discussion of the matter, the following resolution offe ed by alder man Lathrop was read a- d adopted: "Besolved, that the s werage com: mission be requested to ynceed with the completion of tbe sewer system as heretofore submitted to ;?nd approved by the City Council, and that in addi tion thereto the sewerage commission be and they are hereby authorized to construct a sewer on College avenue to connect with the Main sewer on Rus sell street to the Branson-Smith line, and that the necessary expense of such completion of the sewer system togeth er with the said College av nue line be paid by the City if the f ndsnow in the hands of the sewerage commission I be insufficient to Day for the same. And ' that the construction of the Fenwick extension be left to the discretion of the said commission. At the request of the sewerage Com mission the council on motion ordered, that the City engineer give his time to the inspecting of the sewer system al ready completed for fifteen days ex cepting two hours each day, begiLning April U, 1908. Mr. A. F. Funderburk appeared be fore council and requested than the li cense on his pool tables for thefcurrent fiscal year be"reduced. On motion this request was reft sed. At the request of the mayor alder man Bowman made a verbal report as to the visit of tbe delegation to Wash ington in behalf of an appropriation by tbe National government for a pub lic Building here, in which be stated that the visit would no doubt bear !good fruit. The mayor also made a I very encouraging report as to the pros pects of obtaining tbe appropriation. Tbe alleged violation of the ordi nance by Mr LE Riley.in tl e construc tion of a certain building on lot corner J of Middleton and Amelia streets?the | same being in tbe fire limits, was on motion referred to the committee on fire department with request to inves tigate and report. The matter of fire risks caused by moving.picture shows, was also referr ed to the committee on fire department | for their consideration. On a request from the board of bealtb that the City defray the expenses of two delegates to the Anti-Tuberculo S's convention to meet in Anderson, S. The chief of police submitted his re poit for the month of March, 1908, showing number of arrests, 50; number of days' labor on streets, 108, and amount of fines and forfeitures paid to treasurer, 8180.25.
