(Continued From Page Two.) which to try his case, whereas the oitlzen who sues another citizen of his own State has no choice but to sue in the courts of his own State These re-r-.wals cause greatcomplaint and dissatisfaction, especially at this time when foreign corporations are so numerous, doing business as com mon carriers, express, telephone, and telegraph companies, being incorpor ated in one State and doing business in a dozen or more States. It works a hardship, especially upon the cit izen in moderate circumstances, and often results in a denial of justice to the poor man, the widow, and the or phan, who have not the means to conduct and carry on a lawsuit with a foreign corporation 5n the United States Circuit courts. It may be and often is many miles distant from tho home of the plaintiff, owing to the very few courts established in any one State. It is against the pol icy and principles of our Government and of all civilized nations to place the machinery of the courts of jus tice beyond the reach of the poorest and humblest citizen who seeks re dress for a wrong or remedy for an existing evil. (Applause.) The act of 1875 fixed the right of the foreign corporation to remove the cause when the amount involved in the suit was $500 or more. This act was amended in 1887 and the amount of $2,000 fixed as the limit. Twenty years have elapsed since this amendment and it has been twenty years of such progress and prosperity as were never known or experienced by any nation or gov ernment In the history of the world. We have advanced in wealth and material prosperity by leaps and bounds unknown to any nation or of any age of the world's history, and ft suit now involving $20,000, con sidering the comparative wealth and prosperity of the country, is no great er and involves relatively no more values than a suit of $2,000 twenty years ago. If it is was a wise leg islation in 1887 to raise the value limit of removals from $500 to $2, ?00, would it not reflect greater wis dom and more justice and equity to raise the limit of removal in this year A. D. 1908 to the sum or value I of $20,000? In justice, equity, andi good conscience I say that it should ho done at once (Applause.) For further good and sufficient reasons why this hill should become a law I will state what you all know, what has been shown in the exper ience of every practicing lawyer in this country, that the Federal courts are held by the people of the coun try in more awe than the State courts; they are not looked upon with favor or regarded with the name degree of confidence as State courts; they are far removed from the people and frequently are presid ed over by judges appointed by the President from other and distant States from that in which they pre side; they are personally unknown . to ihe jjeople, and I regret to say j that the knowledge or Information' the people have gathered concerning some of these judges Is not rassuring and not calculated to inspire confi dence, respect or esteem. (Applause.) The people value more highly than any other the right of trial by jury. That right is often ruthlessly swept a?ide by a Federal judge in charging n jury upon the facts or in instruct ing a verdict. For these and many other reasons the people and lit igants generally throughouLthe rural districts are restless and dissatisfied under the. present judicial system of the United States to look upon the; Federal courts, as now established, as foreign tribunals, whose presiding | officers are not in touch or sympa thy with the masses of the people and who altogether ignorant of the character, habits, and customs o. tae people over whom they wield ji.-.eial authority after the manner of a ty rant of the sixteenth century; under this system equity, justice, and mer cy are oftentimes most conspicuous by their absence. (Applause on the. Democratic side.) SAVED A $170.00 MARE WHEN A VETERINARY FAILED TO CURE HER. "Whle serving as an officer on the steamship Montezuma, which carried horses and mules to South Africa," writes Mr. C. H. H. Powe, of Sparta, 111., "I saw Sloan's Sure Colic Cure used on the horses and never saw a case of colic prove too much for it. "We had 1,250 horses on oard for over a month, so that we had a good opportunity to test the remedy thor oughly. "The veterinary used Sloan's Lini ment, also, for sore shoulders and sprains, and the horses were landed tn a particularly fine condition. "I know of another case here in Sparta, 111., where Sloan's Sure Colic Cure saved a $170 mare the veteri nary had failed to cure her." SHOT FROM AMBUSH. Dr. Glovonni Grana, a prominent physician; his brother in law, John Orofino, and a friend, Alfonso Mole, were shot from ambush in Ybor City, Fla., by four men, who had secreted themselves in the grounds of St. Joseph's Convent. Mole will prob ably die. the others being only slight ly wounded. All are Italians, and the shooting is believed to be the re sult of a Black Hand Plot. Five thousand dollars was demanded from Dr. Grana several weeks ago, and he had also been warned to leave the city. Demands have also been made on other prominent Italians, and much alarm has prevailed in the Italian colony. The police have ar rested five Italians on suspicion. Fatal Fire Damp. At Dartmound, Prussia, five mem were killed In the Lukas mine, as the result of an explosion of fire damp.
