We took our first look at Bob Gonzales a few days ago in his den in the State building, and found to our surprise that he is after all just a human being. We were away during the making of last week's Journal, and found upon our return that we should have remained indefinitely, as that issue was about the best of all. If we can persuade the same bunch to take charge again we may go away for a short vacation of some' six or eight years ? It was our privilege recently 10 come in personal coniact witn the so-called "square meals" of Columbia for the first time, and we found them just as represented, very square, with four sharp corners. We have demonstrated, however, that one with a fair digestion may recover from the effects of even three or four of these meals taken successively, provided the proper remedies are applied in time. There used to be a stretch of bad road about 5 miles south of town on the Jefferson road. Sections of it would become innpassable along about this time, of year, but about a year ago wi?s put on this red chty, soon be needed^S^heplaces that used to cot SO horl hut it has been clearly demonstrated that sand is the remedy. Now, what we want to know is why the road from Pageland to the State line can't have some sand? ? - In another column is the first part of a bill which Messrs. Odom and Rivers have put through the house, providing for the election by the people of the; township road commissioners in Chesterfield county. A careful reading of the bill convinces us that it is a good law. Just the thing that is needed, we believe. Below is published a bill re cently introduced and passed in the house of representatives by Representatives Odom and Rivers. Read the bill, and pro nounce-judgment: Be it enacted by the General Assembly of the State of South Carolina: O ^ -* rr-*t . .? - - - oecuon i. mat tne law shall remain the same as now provid ed in reference to county government of Chesterfield county except as the same is changed and modified by the provisions of this Act. Sec. 2. There shall be a township Commissioner of Roads for each township in Chesterfield county, whose term of office shall be for two years from the time of his election herein provided for and until his successor shall have been elected and qualified. Said Township Commissioner for each of said township, respectively, shall be elected every two years as other officers of said county are elected. Said Township Commissioner shall give a good and sufficient bond in the sum of five hundred dollars, to be approved by the County Supervisor of said county, conditioned for the faithful performance of his duties and for the faithful expenditure of all money going into his hands for road and bridge purposes. Said Township Commissioner shall be under the control and supervision of the Supervisor of said county, who shall advise with said Commissioner as to the best methods of improving the highways and public roads of said county. Sec. 3. That the County Treasurer of said county shall turn over to said Township Commissioner, fespectively, up-. the order of the Cotrtflfr ! The said Township Commissioner shall be responsible for the proper expenditure of all money turned over to him or them, and shall pay all claims for road or bridge work done in his township, and all claims for work done or material furnished in his township and under his supervision shall be itemized and sworn to before they are paid, and* where the road work is done by and through an overseer, such overseer shall duly itemize the claim for such work, showing the kind of work done, the name of "The party and the amount due, which shall be sworn to bv such overseer, and the said Township Commisson er shall pay the money fordoing such work or for material furn ished directly to the paity doing the work or furnishing the ma terioi. The said Township Commissioner shall make sworn itemized statements to the Couvi ty Supervisor quarterly of all receipts and disbursements of money during: such time, showing: the amount received, the amount paid out on each claim, the kind of work done and to whom paid. Ant! said Township Commissioner of each said township, respectively, shall publish quarterly said report made to said Supervisor, duly sworn to, showing the matters uwvc sui umn in a newspaper published in such township, and where there is no paper published in such a township, then said Township Commissioner of such townsnip shall publish said quarterly report in any nevvspapr in said county. Any Township Commissioner failing to publish said quarterly renorl shall mrfi.ii his office as such Coirtmissionei.
