A groat many experiment!) have boon made to establish and support Magazines, and Review*, 70 different part* of the I'niterf K(nte?, hut hifh? erti? with very unflattering tuicces*. The failure, in ho many instances, has not it is true Iteen ow ing altogether to the want of taste, or liherality, in ?iur countrymen. Other cause* have enmbi* ncd and the whole have co-operated to produce the general effect. We cannot Ht it I but believe that if the attempts were again to be made, by t'*e proper person*. and aided by the necessary tal ent*. the experiment would succeed. One cr?ii*e of the failure of periodical works in this country has arisen from the fac t, thai they hove been undertaken upon t?o confined ami < eumscrihed a plan. It ba? been generally the rase, that printers, or other persons, of inmlerate means, have set them up. nometimes in the luruo eity, and sometimes in toe country town, or vil? lage, where, for the want of original energy, both in the publisher, and in the patronage, the work ban languished from the beginning, and from a very insignificant ?i/.e, has speedily dwindled to nothinjr. Afintl er difficulty has been, that, from d?*. couragement arising from the failure which has commonly attended their publication, a general discouragement ha* at gome time* 'penailed I nnd at other*, when for a while It haa appeared jh if Home one might succccd, the country ha? taken courage, ami too many attempt* have been made, and tho whole have failed together. Boveral efforts liavo also beon made, at (lifter* ent times, to act up lleviows, unconnected with a Maga/.ine, upon n plan similar to those in En* gland. We do not believe that tho general stato of our literature will warrant such a publication. We do not write and publish enough to furnish oven a quarterly review?much less a monthly. In order to fill such a publication, for the want of other materials, report must bo had to pam phlets, and short lived publications, of little sig nificance, except perhaps fur the moment; and no criticisms ?m such unimportant publications, can uphold the character ot a review. Another circumstance contributes to keep dowu original periodical works in this country. We have been so long accustomed to look to O. Ilrituin for them, that we habitually underrate our own country, and feel as if it were impracti cable to produce a good magu/.ine or review,at home. There is a kind ol servility, as well as injustice Mi thin idea. It is true, that literature i has many advantages in tireut Britain, which it cannot possess in the 1'nited States. We do not, however, believe that pre-eminence in ge nius, and natural endowments of the mind, are aiming them. They have advantages in the ac quisition of science, which we Imvo not. l)ut we have enough of them, nt least, to furbish men with all the requisites for publishing period ical works of so high a character as to do our country great credit. Our countrymen, however, must overcome the degrading notion, that wc are not competent to the task, before the task will be accomplished. Let an experiment hojairly made,and with as much patronage as lias been devoted to the re-piildication of Knulish and Scotch periodical works among u??let men of j I talents and learning be paid for their labors, and 'if they do not succeed, we. will yield to the' justice of the opposite opinion. Another objection to our periiHlic.il puhlica-. lions lias been, that, for mni'v years past, thev' have been too often more or (ess tinctured with j the spirit of part\ politics. We are perfectly i sensible that it is extremely difficult in a coun try like (his. where polities gain such universal i attention, to keep them out of sight in almost a i ny publication. lint, in all literary discussions of this sort, if the subjects of them happen to be of a political character, the object should be to examine their principles character ami ten dency, with a cool and dispassionate tamper? examining freely, but honestly, the opinions of those from whom the writer may difter; but care fully avoiding all bitterness and rancour, as well as injustice, towards the enthor. Newspaper* should be the vehicles of party politics?to them they should be confined, except in the case of works devoted to their discussion. Reviewers, in Great lititaiii, where the nature of their gov ernment, and the circumstances of their people render such publications useful, and perhaps ne cessary, will, of course, be par^jvins. No great evil arises from this fact, except the general in justice that may bo done to the author, because, //rfre, they will support periodical works on all s/rfes of the (juration.
