t Col. ISinir's Card. We give space in our columns this week to a card from Col. llluir. We bavo no hesitancy in dome so. These columns arc not the propeity of fos-il iz'-d ideas or extreme woman's rights theories. We b? licve that these are ihc tangents upon which the extremes meet, ar.d therefore we snail endeavor to men them as they cooie. It is wrong lor any public paper 10 exclude from its columns the controversies which arise in the general discussion of current events, for any party or any people wlio cannot stand the test of a fair, square examination, must, like individuals, go down under t!?o scrutinizing eye of the critic, if the criticism be just. To dodge or evade is a surrender of its principles, and woe to that party or that man who cannot when assuming the paraphernalia of authority bn able to throw himself squarely in the bright light of comment. In saying this we do not moan to make any apologies for the card. We arc anxious that ali questions of importance should came up. ami when couched in court' nus language, as this is, will not be excluded. We think, however, Col. Iilair has gone too far wh<n ho attempt; to breakup the Democratic party and form anew one. It is standing upon the brink of a fearful precipice, and may plunge us ioto the very arms of Radicalism. Our Legislature. Very little h?.s been done by this body since they re-assembled, but they are getting down to business again. The election law and registration bill was warmly discussed, and was finally passed to a third reading with a Tew unimportant amendments. The Citadel bill was the next one of importance. It was also hotly debated, but was at last passed to a third readiDg. An important, change was made in the poll tax lor the enforcement of collection of delinquent polls. Section 2 o( the Act is made to r*?ad as follows: Sec. 2. Should any person fail or refuse to pay said poll tax lie shall be deemed guilty of a misdemeanor, and. on conviction thereof before any trial justice or other court having jurisdiction of the same, shall be punished by a fine which shall not exceed ten dollars, together wiih costs of said suit, or by imprisonment in the county jail for a term flot exceeding thirty days, and the sentence may be imposed in the alternative. The bill reads as follows : Bill to require all persons who now are or. uiav hereafter be engaged in the traffic iu seed cotton and unpacked lint co'ton to keep a record of the name and place of residence of the party from whom they j purchase, with the amounts and dates ol purchase. Also, Bill to incorporate the Camden Cotton Factory Company. By Mr. Hemphill, a bill to incorporate the Chester and Camden Railroad Company. The Stock Law. The wire spread dissatisfaction and disaffection produced by this Law will, doubtless, cause the subject to r<? re* opened at tlu* present sitting of tLe Getwral Assembly. The question is a knotty one. To tnal:?* a sw<o[ ing repeal of ti c Law would hardly do, a? that would create as much com motion and disgust in sonic sections as the enactment has done in others; besid s it would place tho-e counties already under it (and which have not huilr line fences) in an awkward position. And, the same reasons are pertinent against the extension of the time whcD it shall go in fore?.
