The Army Kill Vetoed.
As was expected, the army appropriation
bill liss been vetoed by the President.
The veto message is a very lengthy one,
and the hurdeti of-objection is to section
G of the bill, which prevents mil- j
itnry interference at elections. The i
country will now watch the actions of j
the Democrats in Congress with in* !
creased interest.

As might have been expected, the !
movement of negroes to the chilly
plains of Kansas has alraady been '
checked. It is materially impossible j
that any such hegira could succeed, j
The physical hindrances are too great.
When the negro moves, (which we do |
not think he ever will, as a people.) it
must be towards the South. There
alone can he live by himself, without
the support of the whit# man. lie can
live there thus unsupported, as he does
in Ilayti and on the Mosquito shore,
feeding on the fish and fruits that a
tropical climate Lays at his feet, aud getting
up a big drunk by way of religious
observances.
He will never leave the rich valley
of the Mississippi and the cane fields !
of lower Louisiana for any country |
that requires heavy clothing and strong |
food to be won by his own oxer- j
tions, be it Kansas or any whero
else. Hoder the pressure of political
excitement, got up to manufacture
capital for the next Presidential
election, Mr. Wiudom, and men like
him, knowing nothing of the subject,
and oaring as little for the consequences,
or how much it damages those who are ;
attracted by the false showing made aod |
promises given, may draw off two, four, j
or, if you choose, ten thousand of the
colored population to starve and rot, j

but how will this affect the millions j

upon our country a mass of white labor,

tradition in common, we would soon find
that of all the positions heretofore occupied

We have been, ia the last two years,
much impressed with the change iu the
labor of the Southern negro. The sad
experience and suffering they have gone
through have made them amenable io

that, once settled down to his true
position, realizing that lie can never be.

equal of the white man. and we have a
class of labor better suited for a great

and put in white labor, but a very
little calculation will show that one is
as difficult 3s the other, and meanwhile

day labor of the Soufh in the hands of
Northern and foreign tramps and you
have but to look at the condition of the
North and A Vest to realize the enormity
of the evil. The negro is as a class, so
to speak, uthcrijitv? yl^lne, and in all his
wanderings, time and opportunity serving,
shows a disposition to drift back to
the old pleutntion home. They do better
in the majority of cases as tenants in i
the hands of an intelligent proprietor, j
than on lands of their own. There are ]
sonic in that position who have dene ;
well and made money, even last year, i
and the example sot by those few is j
telling on the rest. They have sense I
enough to see where their true interest i
lies, have accepted the situation, and
vote for the most pan with the whites j

character can bo built up. l'nder the
slave system, the negro was undoubtedly
the conservative element of the
country, and the fly wheel of the groat
republic. Now, frred and having the
vote, if we take the pains to subordinate '
that vote to the legitiuiato influence of j
intelligence and capital, he may exercise 1

as great an influence in tliat direction
now as then, and prove a powerful sit

York and the Hoodlum of San Francisco.
While crazy with irresponsible
power placed in their hands by men
who used them as instruments for their
own wicked purposes, as fire and
water, or any other blind agent, they
carried destruction before tliein. then
like .-otuc mighty natural convulsion I
necessary to restore the equilibrium in
organic mutter, everything settles down
at last to its true relation, so in tbe
moral and political world tbe strong
must eventually govern the wak, and
Prospero's wand restored to the master's
hand, Caliban will do bis bidding.
Why should the negro leave the
Southern States ? Where can he go,
unless back to the tropics to revert, as
before stated, to the condition of Dakhomcynr
Congo? Where will he be
as well off as right here, amnng people
who take his full measure and give him
I credit for every square inch of good
that is in him? We have no prejudice
against him. Wc claim that introduced
violently and suddenly into a political
system wiih coutroling power, he
has proven himself, as a necessary re
suit, after a sad experience ot many
years, fit to be only an engine of de!
struction. We do not intend to let him
I hurt himself nor us, and most of them,
; after a due consideration of the subject,
with free choice to do as they please,
will see it as we do, nod elect to remain
with us.
Wc are not, then, afraid of the Kansas
fever taking off the Southern labor
to a degree seriously to affect our interests
; and furthermore believe that the
intelligence and tnctof our people will

of this branch of the human family as
to make them an'important factor in the
future of our country.
The Dangers of Royalty.

and imperial excitement, is tho

in the way of a compromise, or

we presume that a compromise has

his name off too ? Let us have peace,
; and if the Democratic parly have not.

Kight thousand of the ten thousand
houses in that afflicted city lie in
ruing. Nine hundred dead bodies have

and slime cover the streets to the depth
of six feet, and the streets and surrounding
country are iilled with the decaying
carcasses of drowned animals.
It is hardly possible that these things
will fail to breed pestilence, and the inhabitants
arc seriously in dread of an
outbreak of plague liko that of Yctlianka.
