The papers have just informed us that Governor Ilobcrt Kingston Scott has, out of his own private funds, undertaken to run the Lunatic Asylum until there arc sufficient foods in the Treasury to pay the appropriation made ut the last session of the Legislature for that purpose. What an illustrious instance of unexampled charity is this! We cannot but honor such actions, though "they 'oretleite ?fey our political opponent This is due dF 'fhose deeds which reflect credit upon the actor, and shows what a ''spirit of love, benign and mild," must have actuated Governor Scott. But however much wc may honor and admire, and express our admiration of his action, we must be allowed to surmise a ?fcw things, as follows, to-wit: Is not Gov. S. only doing what, as an honest man he should d?, i.e.. re-paying a portion of what has stuck to his Angers -while said dig'ts were engaged in feeling and looking over the money in the State Treasury ? And will not this be a trump card for him to play during the campaign soon to open ? How his adherents will preach the extreme 'gocdiness of that pious and charitable man?with x! _ ?! 11 a.\ 1 1_! sucn unction win nicy uosuicur ina uurpulent proportions, and uiake hiin out such a saint! Accoiding to them, he will be prepared to ascend strait way to heaven, but wc rather imagine that sonic difficulty will attend that movement, for he will not be content to leave the pickings behind. With Moses (F. J. jr..) for his prophet, lie ought to find his way into the promised land, but. alas, Moses has become the performer on his own wind instrument, and will not leave his adversary Sc^t (t) free'! Altogether, it is a very sweet and palatable mess?Scott, Moses and Cardoza, (F. L.) all candidates for gubernatorial honors. We scarcely know which to choose between, but if we were compelled to make a choice we rather think we would be found on the side of the latter. VbednciHitaU CaamtiM. The telegraph and mail have brought us full particulars of'the work of the Cincinnati Convention of Liberal Republicans. Its nominees were Greely fur President, nud B. Gratz Brown for Vice President. The Platform adopted, reads as follows: We, the Liberal Republicans of the United States, in National Convention assembled at Cincinnati, proclaim the following principles as essential to a just Government: First, we recognize the equality of all men before the law, and hold that it is the duty of the Government, in its dealings with the people, to mete out equal and exact justice to all, of whaterer nativity, race, color or persuasion, religious or political. Second. We pledge ourselves to maintain the Uuion of these States, emancipation an J enfranchisement, and to oppose any re opening of the questions settled by the 13th 14th and 15th amendments to the Constitution. Third. We demand the immediate and absolute removal of all disabilities imposed ou account of the rebellion, which vns finally subdued seven years ago, believing that universal amnesty will result in the complete pacification of all sections of the country. Fourth. Local self government, with imp irtial suffrage will guard the rights of all citizens more securely than a centralized power. The public welfare requires the sunremacv of the civil over the military author ity, and the freedom of person under the protection of the Habeas Corpus. We demand for the individual the largest liberty consistent with public order, for the States 6clf government, and for the nation a retwa to the methods of peace and the constitutional limitation of power. Fifth. Tbe ciivl service of the Government has become a mere instrument of partisan tyrranny and personal ambition and ar. | object of selfish greed. It ie a scandal and reproach upon our free institutions and breeds a demoraliza.ion dangerous to the perpetuity of Republican government. We therefore regard a thorough reform of the civil service as one of the most pressing necessities of the hour; that honesty capacity and fidelity constitute the only claims to public employment and that the offices of the Government cease to be a matter of arbitrary favoritism and patronage, and that public stations become again posts of honor. To this end it is imperatively required that no President shall be a candidate for re-election. Sixth. We demand a system of federal taxation which shall not nnnecessarily interfere with the industry of the people, and (which shall provide the means ncssary to pay ttho expenses of the Government economical - ' : Jy administered, puiiBiuiu?, me micicev u? the public debt, and a moderate reduction annually of the principal thereof, and recognizing that there are in our midst honest but irreconeillable difTercncesof opinion with regard to the respective /systems of protection ajid frce.trade, we remit discussion of the subject to the people in their congressional (districts, and to the decision of Congress thereon wholly free of exccutiveinterference or dictatio i. ! Seventh. The public eredijt must be sacredly maintained, and we denounce repudiation in every shape and guise. Eighth. A speedy return to specie payments is demanded alike by the highest considerations of commencial morality and honest government. Ninth. We *emember w'rtl gratitude the heroism and sacrifices of the soldiers and sailors of the ltepublic, and no act of ours shall ever detract fporn their justly earned fame or the full reward of their patriotism. Tenth. We are opposed to ail further grants of land to railroads or other corporations. The public domain should be held sacred to actual settlers. Eleventh. Twelfth. For the promotion and success of these vital principles, and the support of the candidates nominated by this convention, we invite and cordially welcome the co-operation of all patriotic-citizens without regard to prcvious.political afilliation. With a few exceptions, the platfurm is a good one, and Mr. Grccly's hobby, protection, is very properly left to the people in the -different Congressional districts. In alluding to the work the New York World editorially expresses surprise at the nominations, and "declares that 'thrcy have cut off ail hope of concert with the Dcnio cratic Party. We are confident, however, 'that the World docs not echo-the-sentiments Af mnriv -nerhnns a maioritv of Democrats.? J, r r The Convention of the National Democratic Committee, which assembled yesterday in New York will take notion "upOn the matter, and declare their adoption or rejection of the platform anfi nominees of the Cincinnati ''Convention. Until their action is made j known, we content ourselves with simply presenting our readers with what has been done, and at some future time we propose to | discuss what we consider our policy in the ; coming campaign. Ten Millions of Fighting Men,?All the principal countries of Furop'e,'except Austria are reorganizing their army system. Italy, whose war 'establishment hitherto amounted to 510,630 men, including reserves, proposes by the plan a reorganization which has been adopted by licr Government to raise a force of from 750,000 to 800,000 men. The Turkish army, when on a war footing hitherto consisted of 270,000 men, inclusive of nizatns or militia. It is to be increased to 600,000 men. Finally, the military force of England at home is to be raised untler Mr. Cardwcll's scheme to about 300,000 men. When all these plans are carried out, the total war establishment of the armies of Europe will -be increased from 6,166,000 men to 10,000^000. It rs'tobcunderstood that this number of mon is aiot to be withdrawn from peaceful pursuits atone time. Three Men Swept Over Niagara Falls.?Last Wednesday afternoon thore l unknown men were seen struggling in the j rapids between the American shore and Gout Island. No help could be given them and they all went over the falls.
