Whereas a majority of the people of Ker-. shaw County have voted iu fayor of the erection of a free bridge over the Wateree Hirer, on the Columbia road, near Camden, to be built and kept up at the expense of said County; therefore, Section 1. Be it enacted by the Senate and House of Representatives of the State of South Carolina, now met and sitting in Cm-> eral Assembly, and by avthorily of the samc> That the County of Kershaw be, and is hereby, authorised, to build a bridge over Wateree ltiver, on the Columbia road, at the Camden ferry, to bo kept and maintained at the expense of said County for the public use, free of toll Sec. 2. That the County Commissioners of said County, and Mauncs Baum, T. II. Clark and W, M. Shannon be, and arc hereby, constituted a special commission to contract for and superintend the construction of said bridge, and to raise and disburse the funds required for the sauic. Sec. 3. That whenever deemed necessary, a majority of said special commission shall issue the bonds of said County, to an amount not exceeding twenty thousand dollars, payable ten years after date, and bearing inter-' est at the rate of eight per cent, per annum, payable annually, on the first day of July, in each and every year; and shall dispose of said bonds, at such times aud places, and in such manner, as a majority of said special commission may direct, to raise funds for the construction of said bridge. Sec. 4. That the said County Commissioners bo, and are hereby, authorized to levy an annual tax on the assessed value of the taxable property held and owned in said County, not exceeding two mills on the dollar of the value of said property, within the townships of Watcrce and DeKalb, of said County, and not exceeding one mill upon every dollar of the value of such property within the other townships of said County, 1 ' *" ' 1 Which tax SUlll DC couecieu as pruviucu uj law for the collection ot other County taxes, and be paid out hy the County Treasurer, upon the order of a majority of such special commission. Sec. 5. That the proceeds of said tax shall bo applied, first, to the payment of the interest on the said bonds, and the surplus, if any, shall he securely, invested under the direction of the joint speci commissioners, and create a sinking fund to albc applied to the payment and extinguishment of said bonds at their maturity, as said commissions may deem expedient, and when the same are fully paid and extinguished, the said tax shall cease to he levied, and the said special commissioner shall ccasc to exist. Sec. G. That the said special commission shail appoint a treasurer, who shall give bond before entering upon the discharge of his duties of his office, such amount as may be doomed sufficient for tho purpose, conditioned for the faithfuj discharge of his dut'c*, who shall receive and disburse the proceeds of the bonds hcrciubcfore authorized to be issued, and all other moneys coming to his hands, hy direction of said special commission; and be subject to such rules and regulations as tho saiil special commission may prescribe. Sec. 7. Sec. 8. That, in case of a vacancy at any time in said special commission, occasioned by the death, resignation, yemoval or refusal to serve of the said 3Iannep hauut, T. II. Clark aud W. 31. Shannon, or their successors, or any one or more of them, such vacancy shall ho supplied by the remaining members of such special commission, by appointment, from among the twenty persons in said County who shall have paid, in his Ltwn right, t)iQ highest tax to the State for the year qext preceding such appointment, Sec. 9, That for the purpose of enabling the said special commission to carry into sffoct the provisions of this Act, the said County of Kershaw is invested with all the rights of the State in thp piers of the bridgos uf the (Juuitlen JSiidgc Uouipany auu tno landings and road-bed which formerly led to and from the same; and the said special commission may make such compensation to the stockholders of the said company as may be deemed equitable ami just by the said special commission, under the circumstances of the case: Provided, That the entbo cost of said bridge and the appurtenances shall not, together with the compensation to the Camden Bridge Company, exceed the sum of'twenty thousand dollars. See. 10. The Camden Bridge Company be, and they aro hereby, authorized to keep up the Camden Ferry up to and until the opening of the bridge hereinbefore provided for, at the same rates of toll as were charged on the first day of December last; and the said company shall then ccaso to be a body politic and corporate; but the stockholders thereof shall then be at liberty to sell their property and assets, and divide the proceeds; of the same among them ratably, according to the number of the shares of the said stock held by tlieni respectively, having first paid the debt of the said corporation : J'rovu/al, HiHt nothing contained in this section shall conflict with or abridge any of the powers, rights and privileges, hereinbefore conferred upon the said County of Kershaw, or the said special pom mission. Sec. 11. That this Act shall be deemed a public Act, and be so taken and deemed in all the courts of this State. Approved February 15, 1872.
