At I o'clock the Senate proceeded to the special order. lieiug the reference 'o appropriate committees of the Governor's message. A series of resolutions were moved by to refer the several parts to those committees having such subjects in charge as their special duty; when .Mr. Mazvrk moved to amend, by referring so much of the mess-igp as relates to the winding up of the I'ank of the State of Carolina to a special joint committee, and that a message of concurrence he sent to the House. Mr. Wilson regarded the reference as somewhat strange, and out of the ordinary course of ousmess, a* wru- ?um on Finance and Hank** which had such matters ! in charge, and was familiar with the subject. , This reference was due to that committee.
