The public debt properly so called, is composed of outstanding Treasury Notes and of moneys borrowed. Admit- s ting that the per diem of members of t Congress is not too high, who will justify r these exorbitant allowances for mileage? < What excuse can be offered for them?? 1 If none, then why docs not some honest < friend of economy propose and urge the I reform upon Congress.
