inflation of bank credits, and the committee
was discharged from its further consideration.
Mr. Edmonds (Rep.), of Vermont, from the
committee on the judiciary, reported, with
amendments, the Senate bill to amend the
second, fourth and fifth sections of the aot tc
enforce the right of citizens of the United
States to vote in the several States of the
Union.
Mr. Wright (Rep.), of Iowa, introduced a bill
to provide for the establishme: it of a board ol
land commissioners. Referred.
The bill propoeos the appointment by the
President, and confirmation by the Senate, ol
a commission of three members to receive anc
examine such claims as shall be brought before
it by or in behalf of persons to whom patente
for lands may have been issued in the name ol

Mr. Sherman (Rep.), of Ohio, oalied np th<

The House went into committee of tlx

the question being in regard to abolishing tlx
letter carrier system in cities of less than 40,
000 population. The discussion having closed
the vote was taken on the motion of Mr
Mutchler (Dem.), of Pennsylvania, to strik<
out of the bill the provision referring to thi
abolition of non-establishment of the free do
livery system in cities of not less than 40,001
inhabitants. The motion was agreed to?12:
to 29?and the provision was struck out of thi
bill.
Mr. Foster (Bep.), of Ohio, moved to insor
an item of 350,000 additional for the lette
carrier system in cities of less than 40,000 in
habitants. Rejected.
Mr. Holman moved an amendment increas
ing an item for inland transportation fron
14,600.000 to flS.000,000, specifying it as fol
lows: Transportation by railroads, 18,862,149
by star routes, steamboats, and all other thai
railroad routes, 8,237,851. He said that thi
plan was to allow five mills per lineal foot o
oar room, when the mails are carried lees thai
twenty-five miles an hour, and six mills whei
over that rate of speed. Adopted.
Mr. Payne (Dem.), of Ohio, moved to sua
pend the rules and pass the bill directing thi
secretary of the treasury, under such limit
and regulations as will best secure a Just am

ooancry, to issue that now in the treasury, t
an amount not exoeeding 10,000,000, in ex
