UNITED STATES CONGRESS. Senate. The Senate considered the Indian Approprit tion bilL The amendment of the Senate com mittee on appropriations, increasing th amount to subsist and care for the Anaeh Indians in Arizona from $300,000 to $375,CKX and for those in New Mexico from $100,000 t $125,000, was agreed in. During the discussion Mr. Sherman, of Ohio said these Indians should bo made to work am earn their living like other people. The polic; of giving them food and clothing would not re suit in good. Mr. Wisdom, of Minnesota, said the expeusi of feeding the Indians might be great, but th expense of fighting them was greater. The following bills were then read the thiri time and passed : The Indian Appropriation . the Military Academy, and the Pension Appro priation. While the Post-office Appropriation bill wai unaer discussion, Mr. Tliunn*n offered at amendmeut which wan agreed to, providiuf that tho Cangressiotuil Record shall be carnet in tho mailH free of postage, which was atil fttrthor amended by providing that all public documents already printed by either House ol Congress may pass though the mails free, upon the frank of any member of Congress, until December 1, 1875. i An amendment reinstating the franking privilege as it formerly existed, was voted down bt 32 yeas to 25 navs. The following" bills were passed : For the re publication of the Patent Office Gazette, t< print the report of Major Howell, and to priu 3,503 more copies of the memorial services oi the death of Prof. 8. F. B. Morse. The Seuate resumed the consideration of tin Post-office Appropriation bill, the question be ing to strike out the clause in the House bil repealing the act which authorized the contrac with the Pacific Mail Company. The Sena'e refused to strike out the clause by a vote of 23 to 11. The bill was then passed. The Houso bill regulating the Quartermaster's department was passed. The following amendments to tho Arm} Appropriation bill were reported by the com mittee on appropriations, and were adopted Increasing the amount for hire for quarters foi officers and soldiers, safe keeping of stores, etc., from ?1,400,000 to $1,500,000 ; increasing the amount for the monufiu>fiir? am?u from 875,000 to 8100,000 ; appropriating 820, 000 for repairing ordnance, protecting aei coast defenses, etc. Mr. Sherman submitted a section which "pro rides that where States were charged for issuer of arms and ordnance to preserve the Union during the war, the Secretary of War maj credit the States with such amounts. Agreed to. An amendment was agreed to authorizing the expenditure of 850,000 before the end ol the present fiscal year for supplies, when il may be found of advantage to the government The bill was then reported from the committee of the whole to the Senate, and the bill passed. Mr. Wiudom, of Minnesota, presented i petition signed by 48,883 farmers of the Northwest asking for"the improvement of the Fox and Wisconsin rivers. The House bill admitting Colorado as a State in the Union was discussed at length, and eventually adopted by a vote of 43 to 13, after the following amendments had beei added : One paying to the State live per cent of the amount received from agricultural public lands sold by the United States government subsequent to its admission as a State, instead of prior and subsequent, as the section originally stood ; that the Bection should not applj to any lands disposed of under the liomesteac act, or to any lands set apart for public uses that it shall not affect mining lands ; that tin t.ftv sections of land to be reserved for publit buildings should be selected with the Fresi dent's approval. The bill to admit New Mexico as a State wai taken up, and after ad dine the same amend incuts as tlie Colorado bill received, was posset by a vote of 31 to 11. Hour. The House after considerable discussioi passed a bill which provides that every persoi who in the line of duty in military or naval tor vice of the United States shall have lost a liml or sustained bodily injuries depriving him o the use of any of his limbs shall receive onct every five years an artificial limb or an appli ance" to support and strengthen his disable* limb, under such regulations as the surgeon general of the army may prescribe ; that sucl artificial limb or appliance shall bo furnisher through the medical department of the army and that the period of nve years shall be hek to commence with the filing of the first applica tion after the 7th day of Jnne in tho year 1870 and that every person entitled under the lawi of the United States to a pension on account o: a leg or arm which is wholly disabled and can not be rendered serviceable "by any mechanics appliance shall be entitled to receivo the samt pension as if said leg or arm l.ad beeu ampu tated at or above the kneo or elbow. It alst provides that all laws prohibiting the paymen of pensions to the soldiers of the revolutionary war and the war of 1812, and to their widows on account of their disloyalty, be and the samt are hereby repealed. On motion of Mr. Randall, of Pennsylvania an amendment was inserted forbidding pay ment for any patent for the preservation o cloth from moths or mildew. The liiver and Harbor Appropriation bil was passed. It calls for $6,000,000. The Senate, after some debate on the bill ii regard to counting the votes for President am Vice-President, adopted amendments appoint ing two tellers instead of one : providing tha the certificates of the electoral voters shall b opened and acted upon in the alphabetica order of the States; that only Buch return hall be counted as the two Houses, actio; separate! r, shall decide to be true and valid also striking out the clauses providing tha any other questions pertinent to the object fo which the Houses are assembled may be sub mitted and determined in like manner as que* tions may arise concerning the electoral vote* The bill was then passed by a vote of 28 to 2 ?notwithstanding seven Republicans vote with the Democrats against it. On motion of Mr. Albright, of Pennsylvania a bill was passed reorganizing the Quartet master's department. The department is to consist of one Quarter master-General, with the rank, pay, and eraolu meuts of a brigadier-general; four assistan quartermasters-generals, with the rauk. nay and emoluments of a colonel of cavalry ; eigh deputy quartermasters-generals, with the rank pay, and emoluments of lieutenant-colonel o cavalry; fourteen quartermasters, with rank pay, and emoluments of major of cavalry, an thirteen assistant quartermasters, with rank pay, and emoluments of captain of cavalry. I also abolishes the grade of military storokeepe as soon as the present incumbents tease to oc cupy that position. The House in committee of the whole having the Tariff bill under consideration adopted numerous amendments, tho most im nortaut of which was one assessing a tax oi incomes st the rate of three per cent, on al inoomea between $8,000 and i10.000. and ftv per cent, on those over *10,000. After tho committee had reported the bil and amendments to the House, Mr. Dawes ad dressed the Chair, and after stating that i was necewary to jprovide for the deficit in th Treasury, spoke of the impossibility of framin| a bill which wonld satisfy all sections and in teresta ; and as he did not think this bill ooul. be paused, he offered a substitute, which pro video for taxing whisky hereafter made ninet oonts per gallon, and restoring the ten pe cent, on manofactared goods. The bill was passed by a vote of 123 to 113. Section one of the bill provides that a tax o ninety oents per gallon shall be collected o all distilled spirits hereafter produced.
