The next day, on complaint being made to me, I had the requisite warrant issued here and placed in the hands of the Sheriff to be executed. Three days after, the ofti cer Bent out a Deputy, who returned and reported that Ilutcherson had left, and although he was at the time in the neighborhood, where he continues to bo seen, and still threatens to kill the freedmen, and notwithstanding I have even threatened to indict the Sheriff, nothing whatever had since been done. All of these cases have been previously re ported. Iii a great many instances where warrauta have been written out by the several magistrates, for various assaults, die., on the plea of their not having any Constables, they are never executed, and it it often the case that the magistrates themselves, by their persistent pei suasions, absolutely constrain th* freed men to withdraw their complaints altogether?this a common every day occurrence, even where murder vrsscoutemplated ; for instance.
