The treasurer cannot have the books until Monday, the 19th in.st.. and cannot begin collecting until the 20th- Now if every man in the county was ready with his taxes and they were to come in regular order the mere <Tr'ca labor of rtoeiring and receipting for the money could not be done by February 5.
