It can 1? done constitutionally, lias the Legisla ture the right to thus discriminate and virtually make the rest of the State make good tho amount which will be taken from the treasury or sullVr themselves to be taxed that much more lo make good the deficit? The State la certainly not responsible for the enterprises in which these counties embai ked, and although solicit ions for the advancement and pro motion of the material development of every portion of Its domain, yet If these counties saw fit to embark In them, thoy must take tho consequences. The truth Is, wo suspect there linsbeen a good deal of pride in this railroad build ing and a disposition to grow rich too suddenly. There has not been a sufll ciont counting of tho cost. The history of such subscriptions is ono long catalogue of loss and taxation.
