Besides tho law making it unlawful Tor uny person who Is lessihiui six years of nge to attend uny of the public schools, tho following additional school laws' were enacted nt the last session of tho Legislature: 1st. Ttiat the County Sohool Commis sioner, at the time he makes his appor tionment of the School fluid to tho sev eral school Districts, shall also, when doomed advisable by the County Board of Examiners, apportion from tho in come ot the two mill tux on property, a sum not exceeding $200 t* defray the expense* of ttnehors' Institutes conduc ted under regulations prescribed by tho State Supcrlntcuduut of Education: which sum shall be drawn on tho war nuitoftho School Commissioner upon the County Treasurer, approved. by the other two members of the County Board Examiners. Ho shall take duplicate vouchers for such expenditures and tho same with an itemized account with the htute Superintendent of Educution. 2nd. That every School Commissioner shall be allowed such traveling expen ses as he may lucnr not exceeding $100 in visiting the schools of his County. ,3rd. Tout each of the members of tho County Board of Examiners shall ro colve for the services rendered by him, compensation at tho rate of $3 per diem, for not exceeding live days In each year, such sum to bMtrawn on the warrant ol the County School Commissioner. Payment of Debts. An exchange has the following to say about the payment ol debts: "A large number ot people seem to fancy when paying a bill, that they are conferring a great favor upon the man who has en tt listed his goods to, their .homes for weeks, or even months. They act as it' they had received actually nothing In return, and were simply doing a work of charity. The collector who calls for bin money is treated with as much respect and politeness as is bIiowii the buyer when he makes his purchases. This de portment should bo universal and tho man who departs from It, and who pays the money he honestly owes grudgingly and with all marked expressions of Ill will toward the receiving party, is lack ing lu one of the most Important essen tials of fair and square manliness, and more than that in business tact."
