There can be no donbt l that the trap was devised for the jour nalist, and by the fiends who previously attempted his permanent injury. As before, there is no clue to the wretches. In the hope of getting at the inhuman perpetrators of so cowardly an outrage, Mayor Havemeyer, of New York, has offered a reward of $200 for the appre hension of the writer of the deooy let The respectable citizens of Harlem ought to oombine and offer an addition al reward to the end that the villains may be arrested and punished as their dastardly crime deserves. The Western Railroads. The Potter bill to establish passenger and freight tariffs on railroads which &aa passed both houses of the Wiscon sin Legislature is a strong anti-railroad bill, it provides that the principal roads shall oharge only three cents per mile for passengers ; for grain in oar loads, six cents per 100 pounds, for the first twenty-five miles, four oencs for the seoond, and two oente for every ad ditional twenty-five miles. An attempt to oharge more forfeits the right to re ? any compensation. Refusal to ive freights and passengers at these i shall result in a fine of $800 for each offense. The bill provides for the appointment of three Railroad Commis sioners, who shall have power to ex ?1? books and papers in the railroad , and compel witnesses to attend; report every January the actus of each railroad, the total grosa re ts, net earnings, total interest-bear _ indebtedness of the oompany, and ?mount of interest paid ; shall decide Vjuestions of rates. The Legislature, of Iowa, by a votc of 02 to 4, passed the Railroad bill fix ing maximum rates for the transporta tion of passengers and freights, amend ed so as to plaoe branch roads in the same class as main lines. Under its provisions railroads are divided into three classes?A, B, and G. The roads Olaaa A are allowed to charge three per mile for the transportation of ?Qgers, class B. three and one-half ts, and class <j, four cents. The roads in class A, for freight, ten per per oent less than the printed schedule in the bill. In class B, five per cent, more. In class O, twenty per oent. more. Penalties for violation are very severe, and the State provides $10,000 for prosecution of roads, to be drawn subject to the order of the Governor. An individual may recover five times the amount of damages sustained. The Assault Upon Chas. Sumner. The death of Senator Snmner recalls the assault made upon him by Brooks. Tha details were as follows: In May, I860. Mr. Snmner delivered a speech In the Senate bearing the title, as subse quently published, of " The Crime against Kansas." For some reason never fully explained, the South Caro lina delegation took special umbrage at this speech, and two days afterward Preston S. Brooks, a member of the House from that State, assaulted Mr. I Sumner with a heavy cane as he was sit tmgin his ohair writing letters iust after the Senate had adjourned ; while Lawrenoe M. Keitt, another South Carolina member, stood near at hand, * also armed, and ready to join if need be in the fray. The reiterated blows of Brooks felled Mr. Sumner to the floor, staining the carpet of the Senate oham ker with his blood. Mot many months afterward Brooks died in Washington, almoet literally ohoking to death ; while Keitt? still later, was shot dead on the battle-field. The effect upon Mr. Sumner was very seriqps. He lay near death's door for 'many weeks, and was nnablA to reap pear in the Senate for more than ayear.
